Description
Lead Manager of Terminal Operations - North is to provide the accountability for the safety, managerial leadership, and operational excellence for the North Side terminal managers, and to ensure the required quality of service to passengers.
Key Accountabilities
Develop and implement a 3 to 12‑month operational plan for the area of accountability including competence, efficiency, process improvement, and level of service.
Provide managerial leadership to terminal staff and ensure an efficient operation. This includes providing individual coaching, development, holding direct reports to account, and providing managerial support.
Demonstrate understanding and adhere to the Keolis Commuter Services principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance. Ensure the same is exercised within area of accountability.
Ensure effective leadership of the terminal managers and operations support managers, performing real‑time train operations.
Ensure accurate and timely communication and response regarding daily operations to interfacing departments and all stakeholders.
Ensure the effective operation of terminals including the highest levels of safety, passenger experience, and on‑time performance.
Ensure the escalation of issues to Senior Managers of Network Operations that may cause severe disruptions or cancellations, within set context.
Implement and monitor operational practices to ensure equipment and crew efficiencies are met while ensuring a safe and productive workplace.
Ensure terminal operations staff are complying with equipment assignments and scheduled departures.
Analyze utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling.
Comply with and ensure staff compliance with all safety rules and procedures and report all hazards as required.
Adheres to all affirmative action programs.
Adheres to all corporate personnel policies and sound managerial principles.
Effectively utilizes Keolis financial resources (budgets, cost and controls).
Complies with all safety and operating rules to ensure a safe environment for employees and the public.
Interact with various department supervisors to fulfil all necessary operational tests, as well as directives and regulations.
Drug and alcohol observations and random testing of employees.
Communicate with the Customer Service Department on issues of delays in service and assist in handling of customer complaints.
Attend and participate in all assigned training, specifically, rules, safety and security.
Administer collective bargaining agreements as required through regular job performance.
Knowledge and Experience
Must have bachelor’s degree in transportation or related field or equivalent combination of work experience, training and or education.
Must have a thorough knowledge of and compliance with all safety and operating rules, CFR Part 240, CFR 242 and CFR Part 217.
Possess a minimum of 5 years of experience working in the transportation/operating department.
Must have experience as a terminal manager.
Skills
Must be qualified NORAC and current role Safety Rules, Physical Characteristics of the Territory supervised.
Must have an understanding and the application of the Hours‑of‑Service Law (HOS).
Preferred candidate to be qualified on physical characteristics of the division assigned.
Must have thorough knowledge of CBA rules and calling procedures for train and engine service employees.
Must have excellent oral and written skills.
Must have supervisory experience.
