Job Overview
Under the general direction of the Branch Chief, Safety Net, Statewide Clinical Services Division, the incumbent serves as the Department’s senior subject matter expert and principal consultant for strategic planning, system design, and policy development to expand the statewide Safety Net Forensic Continuum. The role involves complex analytical and consultative work, influencing multi‑departmental initiatives, and providing expert‑level consultation to executive leadership on integrating policy, fiscal, and program elements into sustainable service models aligned with the Lanterman Act. The incumbent leads cross‑system projects, evaluates new operational processes, develops long‑range strategies, and serves as a critical resource to Department leadership, regional centers, and external partners to expand therapeutic community capacity and ensure access to person‑centered services.
Working Conditions
Ongoing interaction with regional centers, developmental centers, communities, headquarters management, attorneys, state departments, California Legislature members, families, advocates, consumers, stakeholders, and the public. Requires frequent travel throughout California. The position is a hybrid in‑office/telework role; telework agreements may change and the incumbent must live in California. All commuting expenses to the reporting location are the candidate’s responsibility.
Minimum Requirements
Eligible for the Analyst IV classification (including list or LEAP eligibility). Must meet the minimum qualifications as defined in the Class Specification.
Desirable Qualifications
Knowledge of advanced principles and practices of public administration, program and policy development, strategic planning, organizational analysis, legislative and budget processes, systems design and evaluation methodologies, and policies related to services for individuals with developmental disabilities, including the Lanterman Act.
Ability to serve as a recognized expert and consultant on highly complex issues; lead and coordinate large‑scale, multi‑stakeholder projects; analyze complex data and policy issues and develop effective solutions; influence executive‑level decision‑making; communicate effectively orally and in writing; develop and maintain collaborative partnerships across diverse systems; and manage sensitive issues with independence, initiative, and judgment.
