Job Title:

Teacher – Title 1 Elementary Rtl Specialist – TOSA

The Title 1 Elementary Rtl Specialist – TOSA will provide district‑wide elementary support with a focus on early literacy. The position will also provide some direct K-2 instruction, as needed.

Essential Job Functions

Support the understanding and implementation of District literacy curricula, instructional methods, and assessments with all constituents (teachers, principals, coaches/specialists, Para educators, caregivers, etc.).

Demonstrate preparation and skill in working with students, staff and families/caregivers from diverse background.

Facilitate the development of a district‑wide early literacy philosophy, evidence‑based resources, and instructional practices.

Continuously monitor, track, and analyze systems implementation data and student achievement data.

Collaborate with various teams (administrators, teachers, instructional coaches, Specialists, and TOSAs) to facilitate the analysis of data provided by diagnostic assessments, district‑level assessments, common formative assessments, and summative assessments.

Coach early literacy staff (teachers, Para educators, specialists, admin, etc.) on effective strategies in the teaching of literacy.

Assessment

Support appropriate classroom assessments by helping teachers to analyze their own student’s data.

Collaboratively review school progress with district stakeholders in order to review systems, celebrate achievement and problem solve where appropriate.

Staff Development

Participate in and provide focused professional development to ensure: Instructional strategy expertise, expertise in literacy assessments (of and for learning), expertise in Common Core State Standards.

Work with principals to plan staff development with emphasis on foundational skills and strategies across the literacy curriculum.

Observe instructional practices and provide feedback.

Prior Knowledge

Elementary teaching experience.

Expertise in instructional strategies.

Experience facilitating teacher collaboration and planning.

Background in research based instructional strategies.

Ability to use Excel and Word for data analysis and record keeping.

Ability to use technology for presentations and display of data.

Other Job Functions

Assists (when appropriate) other personnel as may be required for the purpose of implementing the curriculum and/or supporting them in the completion of their work activities.

Participates in various meetings (e.g. parent conferences, in‑service training, site meetings, etc.) for the purpose of receiving and/or providing information or to meet credential requirements.

Qualifications

Experience Required:

Prior success in job related experiences (may include successful supervised student teaching). Elementary teaching experience. Title I experience preferred.

Skills, Knowledge and/or Abilities Required

Skills to motivate students, communicate with individuals from varied educational and cultural backgrounds, direct support personnel, evaluate performance.

Knowledge of age‑appropriate teaching methods, state and district curriculum standards, credit and grading requirements (when applied), appropriate instructional subjects.

Abilities to perform a variety of specialized and responsible tasks, maintain records, establish and maintain cooperative working relationships with students, parents/guardians, other school personnel, meet schedules and deadlines. Significant physical abilities include mobility in the classroom, lifting/carrying, reaching/handling, talking/hearing conversations, near/far visual acuity/depth perception/accommodation/field of vision.

Education Required:

University degree in the field of education and/or State of Oregon requirements for a teaching license.

Licenses, Certifications, Bonding and/or Testing Required:

State of Oregon Teaching License appropriate to assignment (Reading endorsement required), Oregon Fingerprint and Criminal Check clearance, First Aid and Cardiopulmonary Resuscitation Certificates required in some assignments.

Knowledge of the Common Core State Standards, PBIS, RTI and formative assessments.

Elementary Teaching Experience Required. Reading Endorsement Required. Title 1 Teaching Experience Preferred.
