The Billing Manager is responsible for overseeing all billing operations for construction projects, ensuring timely, accurate, and compliant invoicing. This role partners closely with project managers, accounting, and clients to manage progress billings, contracts, change orders, lien waivers, and collections while maintaining strong internal controls and positive client relationships.
Key Responsibilities
Manage the end-to-end billing process for construction projects, including
progress billing, cost-plus, AIA billing, time & materials, and lump-sum contracts
Review and prepare monthly invoices based on approved schedules of values, contracts, and change orders
Ensure compliance with contract terms, lien laws, and client-specific billing requirements
Oversee and mentor billing staff; establish best practices and workflows
Coordinate with project managers to resolve billing discrepancies, retainage, and change orders
Monitor billing schedules, collections, and accounts receivable aging
Prepare lien waivers, releases, and other required documentation
Collaborate with accounting on revenue recognition and month-end close
Respond to client billing inquiries and resolve disputes professionally and efficiently
Support audits and provide billing documentation as needed
Continuously improve billing accuracy, efficiency, and reporting
Qualifications
5+ years of billing or accounting experience , preferably within the construction industry
Experience working with contracts, change orders, and lien waivers
Prior experience leading or supervising billing staff
Proficiency with construction accounting software (e.g., Sage, Viewpoint, Procore, Spectrum, or similar)
Advanced Excel skills and strong attention to detail
Excellent communication and stakeholder management skills

Understanding of revenue recognition and job cost accounting
Ability to manage multiple projects and deadlines in a fast-paced environment
Process improvement mindset with strong organizational skills
