JOB TITLE: Cloud Architect JOB LOCATION: Quincy MA WAGE RANGE*: $75-$80 JOB NUMBER: ITS77-EHS-FY26-CLOUD ARCH-26- Job Summary EOHHS CTO is looking for a Cloud Architect responsible for supporting EHS-wide initiatives. The suitable candidate will help with the strategic vision, design, and governance of the organizations enterprise Intelligent Document Processing (IDP) and content services environment. This role serves as the principal architect for EOHHSs multi-agency IDP platform, ensuring a cohesive, scalable, and secure umbrella architecture that supports both centralized management and appropriate autonomy for child agency organizations. This role requires a deep expertise in cloud-based content platforms with a strategic mindset, translating business requirements across diverse health and human services agencies into a unified, sustainable technical architecture . Duties and Responsibilities Enterprise Architecture & Strategy Define and maintain the overall architectural vision for the EOHHS IDP/content services environment. Design the multi-tenant architecture that enables a parent EOHHS organization to manage the umbrella environment while granting controlled autonomy to child agency sub-tenants. Develop architectural standards, design patterns, and governance frameworks that ensure consistency, security, and interoperability across all agency implementations. Create and maintain architecture decision records, reference architectures, and technology roadmaps aligned with Commonwealth IT policies. Platform Governance & Multi-Agency Coordination Establish and enforce platform governance policies including environment provisioning, access control, data segregation, and change management across the parent-child org. hierarchy. Collaborate with agency IT leadership and business stakeholders to understand individual agency requirements while maintaining architectural coherence across the enterprise. Define shared services, reusable components, and common integration patterns to reduce duplication & accelerate deployment. Serve as the escalation point for cross-agency architectural decisions and conflicts. Cloud Infrastructure & Security Architect cloud infrastructure solutions that support the platform, including compute, storage, networking, and integration services. Ensure all architectural designs comply with Commonwealth security policies, FedRAMP requirements, HIPAA regulations, and other applicable standards for health and human services data. Design disaster recovery, business continuity, and high-availability strategies for the enterprise content platform. Evaluate and recommend cloud services, tools, and third-party integrations that enhance the platforms capabilities. Technical Leadership & Stakeholder Engagement Provide technical leadership and mentorship to agency IT teams, helping them understand and adopt the enterprise architecture. Present architectural strategies, trade-offs, and recommendations to executive leadership, including non-technical stakeholders. Partner with the IDP Engineer to ensure architectural designs are implementable and implementation aligns with architecture. Stay current with industry trends in intelligent document processing, content services, cloud architecture, and AI/ML-driven automation. Preferred Skills and Experience Demonstrated experience designing multi-tenant or multi-organizational environments with centralized governance and distributed operations. Strong knowledge of cloud platforms (Azure, AWS, or GCP), with hands-on experience architecting solutions in at least one major cloud provider. Familiarity with intelligent document processing technologies and enterprise content management concepts. Experience in designing, developing, and deploying document and content management solutions, preferably with Tungsten Automation Total Agility Exposure to the broader Tungsten Automation product stack, including Tungsten RPA, Tungsten Transformation, & related content services tools. Familiarity with multi-tenant IDP platform configurations, including sub-tenant provisioning and management within a parent organization. 15 years of IT experience, with 5+ years of experience in an Enterprise Architect role dealing with aspects such as business applications, middleware, database technology, business intelligence, security technology, and best practices. Ability to rapidly comprehend functions & capabilities of new technologies. Knowledge of HIPAA compliance requirements as they pertain to document processing and content management. Experience in the Health care domain is preferred. Excellent written, verbal, and interpersonal skills.
