Position Summary
The Business & Operations Director serves as the district's chief non-instructional operations leader, responsible for strategic and day-to-day management of finance, human relations, facility maintenance, transportation, and food service. This role stewards district resources, safeguards compliance, and supports academic goals by ensuring high-performing, customer-focused operational services across all schools.
The Business & Operations Director partners closely with the Superintendent, building principals, and the School Board to align budgets and operations with the corporation's mission and strategic plan.

Corporation Treasurer
Lead development of the annual budget (Education Fund, Operations Fund, Debt Service, and Grants as applicable) and long-range financial planning, including cash flow projections and capital planning.
Oversee accounting, purchasing, accounts payable/receivable, cash management, and payroll with strong internal controls and segregation of duties.
Ensure timely and accurate state and federal reporting, which may include: Form 9, ADM, Title/IDEA, federal single audit support, INPRS, W-2/1095-C, Form 100R, and other IDOE and SBOA requirements.
Serves on the collecting bargaining team during teacher contract negotiations and assists in determining the support staff salary schedule.
Serve as primary liaison to the School Board for financial matters; prepare board reports, budget presentations, monthly financial statements, annual the Board of Finance report.
Oversee risk management: property/liability, workers' compensation, student/pupil activity funds oversight, and insurance renewals/claims coordination.
Maintain compliance with applicable Indiana Codes and rules (e.g., IC 5-22 public purchasing, uniform guidance 2 CFR Part 200 where applicable, state board of accounts manuals), board policies, records retention schedules, and sound fiscal practices.
Aid the Corporation Treasurer with the biannual audit process and implement corrective actions.
Oversees building construction projects as well as working with legal counsel and financial advisors on bond financing issuances.
Facilities, Safety & Capital Projects
Assist the Director of Maintenance in the maintenance and operations of all facilities and grounds, ensuring safe, clean, and efficient learning environments.
Develop preventive maintenance programs, energy management strategies, and lifecycle schedules.
Lead planning and execution for capital projects including bond issues, coordinating with architects/engineers, construction managers, and legal counsel; ensure competitive procurement, contract compliance, and schedule/budget control.
Support school safety initiatives in partnership with district safety teams and local agencies.
Transportation
Assist the Director of Transportation in providing oversight of student transportation operations including safety and compliance, route optimization, fleet maintenance, driver staffing/training, and customer service, while adhering to applicable state and federal requirements, bus inspection standards, and cost-effective operations.
Responsible for the purchasing and monitoring fuel levels as well as maintaining compliance with IDEM regulations for the underground fuel tanks.
Food Service
Assist the Director of Food Service in the oversight of the child nutrition programs (e.g., NSLP/School Breakfast), ensuring compliance with USDA/IDOE requirements, menu planning standards, inventory control, food safety, and financial sustainability.
Support participation growth, community engagement, and quality improvements aligned with student well-being.
Human Resources, Payroll & Reporting (via Administrative Specialist)
Ensure accurate and timely payroll, contracts, leaves, timekeeping, and benefit administration; coordinate with INPRS and insurance vendors.
Support recruitment, onboarding, compliance training, and employee relations in collaboration with the Superintendent and building leaders.
Support state reporting requirements.
Procurement & Contracting
Lead RFP/quote/bid processes in compliance with IC 5-22 and board policies; maintain vendor performance oversight and contract management.
Implement purchasing standards, cooperative purchasing where appropriate, and ethics/compliance safeguards.
Strategic Leadership & Communication
Serve on the district leadership team, translating strategic goals into operational plans with measurable outcomes.
Build a culture of service, transparency, fiscal stewardship, and continuous improvement.
Communicate clearly with staff, families, community partners, and the School Board.
Minimum Qualifications
Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, or a related field.
Three (3) + years of progressively responsible experience in finance/business operations, preferably in K–12 public education or the public sector.
Demonstrated experience supervising multi-functional teams and managing complex budgets.
Strong knowledge of governmental fund accounting, internal controls, audit practices, and public procurement.
Preferred Qualifications
Master's degree (MEd in Educational Business Administration; MBA, MPA, MS in Finance/Accounting) and/or CPA, SFO (ASBO International), IASBO certifications, or equivalent.
Experience with Indiana K–12 reporting and audits (e.g., SBOA, IDOE systems).
Proficiency in financial management systems and software; experience with Boyce Accounting software preferred
Experience with federal grants, capital projects, and debt financing/bond processes.
Background overseeing human resources, facilities, transportation, and food service functions.
Knowledge, Skills & Abilities
Deep understanding of public-school finance, budgeting, and compliance.
Ability to interpret and apply Indiana Code, IDOE guidance, and federal regulations.
Skill in data analysis, forecasting, and presentation to non-financial audiences.
Strong leadership, team-building, and change management capabilities.

Salary: Commensurate with experience and qualifications.
