Position Opening Announcement

Early Learning Program – Quality and Compliance Manager

Full‑Time

QUALIFICATIONS:

Two to four years of degree in Early Childhood Education or a related field.

Three years of experience in Head Start.

Three years of experience in an early childhood environment.

Knowledge of Federal Head Start Performance Standards, as well as DCY State of Ohio Preschool Licensing Regulations preferred.

Experience with Child Plus software a plus.

Must possess a valid driver’s license and a vehicle operated legally according to Ohio law.

JOB SUMMARY:

Conduct site visits to Head Start classrooms to ensure compliance with the Federal Head Start Performance Standards, State of Ohio Preschool Licensing Regulations, and Caring for Our Children Safety Standards; manage and prioritize projects, completing within tight timelines.

ESSENTIAL FUNCTIONS:

Adhere to agency policies and procedures.

Monitor Head Start classrooms, ensuring compliance with Head Start Program Performance Standards, DCY Preschool Licensing, and SUTQ requirements.

Complete initial site visits that include robust file reviews, classroom observations, playground observations, and review of medication and/or health procedures.

Monitor transportation paperwork for contracted bus drivers and complete bus rides to ensure safety and compliance of agency transportation services.

Complete follow‑up site visits for centers that are found out of compliance.

Provide reports as needed to supervisors regarding site visits and follow‑up visits.

Conduct random spot checks of departments based on the On‑Going Monitoring Tool.

Demonstrate good oral and written communication skills.

Document proper data on tracking sheets.

Maintain well‑organized documentation of observations recorded during site visits.

Develop professional relationships with staff and district personnel.

Maintain strict confidentiality of all program, child, family, and personnel information in accordance with Head Start Performance Standards, applicable federal and state regulations, and agency policies.

Maintain a positive attitude and represent HCESC in a professional manner while working in the field.

Give oral reports of monitoring findings to staff members and answer questions at any given time.

Travel up to a full workday, walk long distances through parking lots and school buildings, inspect playgrounds in various weather conditions, work in tight spaces, and carry 25‑pound bags to monitoring visits.

Adapt to classroom environments such as working at a teacher’s desk or a small child‑sized chair based on classroom design.

Enter all monitoring checklist documentation into the Internal Monitoring Suite in Child Plus and disseminate monitoring reports to the appropriate staff.

Enter corrective action plan documentation into the Internal Monitoring Suite in Child Plus and email completed reports to the Compliance & Health Coordinator and other assigned staff.

Create and maintain the agency Parent Newsletter, ECE Newsletter, and Annual Report.

Train staff in large and small groups and individually on monitoring requirements.

Manage and pace workflow requiring monitoring visits, other assigned projects, and prioritizing tasks to meet timelines in the published calendar, including agency directories, calendars, KRA data, printing badges, completing inventory, updating the procedure manual, and updating the monitoring checklist on the Knowledge Bank and in Child Plus.

Complete multiple projects assigned seasonally and within tight timelines.

Use and learn multiple computer software programs to create newsletters, spreadsheets, tracking sheets, and calendars.

Manage and prep materials, paperwork, and forms for orientation.

Participate, set up, and attend the annual self‑assessment and federal reviews.

Meet and understand program goals and mission, support program philosophy, goals, and cultural and linguistic representation of the community.

Attend staff performance meetings with supervisor to receive feedback based on expectations in job descriptions, program plans, and policies and procedures.

Attend staff development with supervisor to reflect on performance appraisal system and deploy professional development plans.

Ensure a safe, attractive, well‑equipped program environment by contributing to budget development, purchasing high‑quality materials and equipment, and establishing or implementing systems to monitor and maintain/replace equipment and facilities.

Collaborate with committees, policy groups, and governing body to share data and implement policies and plans.

Support the governing body, policy group, and advisory committee members by training them on program philosophy and requirements and providing accurate, timely information.

Develop meaningful and realistic program plans by analyzing results from previous years’ program improvement efforts and multiple data sources.

Perform other duties as assigned.
