CLOVEHITCH is seeking a Cost/Price Analyst SME to support the Federal Retirement Thrift Investment Board (FRTIB) Acquisition Management Division (AMD). This role supports acquisition operations and provides comprehensive cost estimating and price analysis support across the full range of federal procurement activities. This position is contingent upon contract award.

Principal Duties and Responsibilities
Cost Estimating & IGCE Development
Develop Independent Government Cost Estimates (IGCEs) using appropriate methodologies tailored to the type and complexity of each procurement.
Collaborate with program offices to collect technical inputs, cost drivers, historical pricing, and estimating assumptions.
Pricing & Proposal Evaluation
Support cost/price analysis across all contract types, including micro-purchases, simplified acquisitions, task orders, BPAs, interagency agreements, and large contracts.
Review proposals, quotes, and bids to assess cost realism, reasonableness, accuracy, and compliance.
Support development of cost evaluation plans and pricing strategies.
Assist Contracting Officers in drafting cost proposal instructions, pricing templates, and recommended cost exhibits.
Negotiation & Contract Administration Support
Provide pricing analysis and support during discussions and negotiations.
Review contractor pricing submissions and validate option pricing prior to exercise.
Support contract administration activities including funding tracking, cost variance analysis, and documentation reviews.
Cost Data Management
Maintain and enhance historical cost databases and pricing repositories to support ongoing and future IGCE development.
Compile and analyze pricing trends, cost drivers, and vendor patterns to support data-driven acquisition decisions.
Workload Expectation
Support approximately 120 cost/pricing actions annually across the acquisition portfolio.
Process Improvement
Recommend improvements to cost estimating structures, templates, and methodologies to enhance accuracy, efficiency, and consistency across AMD.
Required Experience, Skills and Abilities
10+ years cost/price experience.
Knowledge of federal contracting pricing methods and cost evaluation techniques.
Strong analytical skills and ability to interpret complex cost data.
Education and Other Requirements
Bachelor’s degree required.
Due to federal contract requirements, this position is restricted to U.S. citizens with eligibility for a suitability clearance.
Clean background check.
Preferred Qualifications
Federal acquisition or financial management experience.
CCP, CPP or equivalent pricing/cost certifications.
Physical Demands
This position is primarily sedentary and involves extended periods of sitting, working at a computer, and communicating via phone or video conferencing in a remote office environment.
Position Environment, Type & Hours of Work
Full-time, remote; standard business hours aligned with client schedule and based on eastern time zone.
Travel
Minimal travel may be required.
