
SUPPORT SERVICES MANAGER (PROGRAM MANAGER III)

Introduction
The Employee Benefits Division of the Department of Budget and Management, a State agency, has a position available for a Program Manager III within the Support Services Unit.

Position Duties
The Program Manager III has supervisory or managerial responsibility for the work of other employees in the Support Services Unit of the Employee Benefits Division.
The person in this position will be responsible for assigned projects within EBD and the management of all resources to accomplish any associated tasks.
Direct and coordinate all activities within the Support Services Unit to align with overall goals of the Employee Benefits Division.
Oversee and manage the personnel resources within the Support Unit.
Determines organizational structure and staffing needs of the Unit.
Plans, coordinates, supervises, and evaluates the work of all subordinates.
Develops and monitors short and long‑range plans for operations and resources.
Oversees development and training of all assigned staff.
Represents the Unit in dealings with other EBD managers.
Creates, monitors, updates, and reports on all projects assigned to the Unit within appropriate timelines using Project Management software tools.
Ability to work with non-reporting functional areas to achieve overall goals of the Unit as well as EBD.
Minimum Qualifications
Education: A Bachelor’s Degree from an accredited college or university in Business or Technology related programs.
Experience: Four years of professional experience in a management capacity or in a Project Management position.
Note: Candidates may substitute professional experience in management, IT, or Project Management on a year-for-year basis, for up to four years of the required education.
Desired or Preferred Qualifications
Ability to work in a fast‑paced environment while interacting with various non-reporting functional work areas.
Experience with report data mining using various software tools.
Current certification as a CAPM or PMP.
Strong Google Suite and Microsoft Office skills with emphasis on Excel, Access, and Project.
Experience with HRIS Systems, specifically Workday, is strongly desired.
A working knowledge of employee benefits.
Working knowledge within an Employee Health Benefits situation is preferred.
