Job Location: 150 N 18th Avenue, Phoenix, AZ 85007
Salary: $57,750
Grade: 20
Job Summary
Responsible for accurate completion of inspections and complaint investigations, scheduling and prioritizing work assignments, and document and form preparation within established time frames. Conduct in‑depth complaint inspections and compliance evaluations of considerable difficulty for up to five types of health care facilities, including state and federally funded programs, and programs serving developmentally disabled individuals. Make critical, defensively sound judgments to recognize and act upon conditions affecting safety and welfare that are within the purview of state statutes, rules and CMS life safety code. Develop enforcement and legal actions against providers found non‑compliant with state statutes and rules. Prepare reports documenting compliance and non‑compliance, complaint investigation and facility monitoring field‑trip reports, enforcement and legal actions, and data collection all within established timelines.
Job Duties
Inspects facilities to verify compliance with state licensing and Medicare certification standards and to ensure the safety of consumers, clients, residents, and/or patients.
Inspections may be conducted both interior and exterior of facilities and may be subjected to environmental elements such as precipitation, heat, and cold.
Inspections may require physical activities such as extensive walking and touring, inspecting hard‑to‑reach areas, carrying and setting up equipment, checking for obstructions, testing physical features, and traversing various terrains.
Reviews, analyzes, and determines compliance with federal, Medicare, Medicaid, and state licensing regulations for complaint investigations.
Composes statements of deficiency, field‑trip reports, and other correspondence.
Recommends for or against Medicare and Medicaid certification, state licensure and enforcement actions based on findings and acceptable plans of correction and follow‑up inspections.
Performs training for new surveyors, provides technical assistance to administrators and staff of facilities regarding compliance, and attends meetings, in‑service training, and continuing education programs.
Other duties as assigned (typically 5%–10%).
Knowledge, Skills & Abilities (KSAs)
Knowledge of
Arizona Revised Statutes and Arizona Administrative Code (rules)
Inspection and investigation methods, case load management, and policies and procedures for state licensing and CMS certification
American with Disabilities Act as it relates to health care facilities
State and local life‑safety, occupancy, fire protection, and insurance codes for health care facilities
Legal options available to the department, including enforcement remedies and civil money penalties
Life Safety Code references and testing, inspection, and maintenance of fire protection and emergency power systems
Community resources, advocacy groups, and provider associations
Federal regulations, Medicare State Operations Manual, and state operations manuals and interpretive guidelines
Performance Management, Continuous Quality Improvement, and Lean methodologies
Skill in
Oral and written communication and documentation
Analyzing and evaluating administrative and program records for compliance
Interpersonal relations with providers, staff, and public agency representatives
Educating and assisting providers on record maintenance, supervision, safety, and ADA topics
Time management and organization to maintain case loads and prioritize work activities
Maintenance of fire protection systems and life‑safety systems
Ability to
Work effectively in a team or independently
Identify problems requiring immediate corrective action and recommend enforcement actions
Support a diverse, multi‑cultural workforce and promote equal opportunity
Selective Preference(s)
Completion of a 2‑year Fire Science Degree or 3 years Fire Service Experience; certification of Fire Inspector I or the ability to pass a Fire Inspector I exam.
Pre‑Employment Requirements
Must have a driver’s license and ability to travel statewide, and possess a valid Level 1 fingerprint clearance card issued pursuant to A.R.S. 41‑1758.07. If the card is not current, the card must be obtained within 7 working days after beginning employment.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E‑Verify).
