Housing Specialist II - Weatherization Program

Overview
The County of Riverside’s Housing and Workforce Solutions Department is recruiting for a Housing Specialist II within its Community Action Partnership (CAP) – Weatherization Division. The selected candidate will travel throughout Riverside County to evaluate residential properties and recommend energy‑efficient weatherization improvements.

Responsibilities

Assess homes for energy efficiency, including insulation, HVAC, windows, appliances, and perform diagnostic testing (shell leakage, duct blaster, combustion safety checks).

Identify health and safety needs, infiltration reduction measures, and energy‑saving opportunities; develop and approve detailed scopes of work in compliance with federal, state, and local program standards.

Maintain confidentiality of sensitive information, perform quality‑control checks on contractor and vendor work, review quotes, and coordinate with external partners and program staff.

Educate clients on energy‑efficiency practices and maintain accurate records and documentation for audits.

Conduct specialized field inspections for various assistance programs, prepare work orders, monitor outcomes, and follow up on completed work.

Perform inspections and assessments of housing conditions for eligibility determination and tenant continuous eligibility.

Qualifications

Strong knowledge of building science, energy‑efficiency principles, and weatherization techniques.

Proficiency with diagnostic equipment and auditing software.

Excellent communication skills with clients and team members.

Time‑management and independent work ability.

Commitment to safety, regulatory compliance, and participation in required training and certification activities.

Preferred Certifications (California)

Building Analyst or equivalent credential from a recognized body such as the Building Performance Institute (BPI).

Compliance with training and certification standards established by the California Department of Community Services and Development (CSD) for the Weatherization Assistance Program (WAP).

Completion of CSD‑approved Energy Auditor/Assessor training.

Certification in Lead‑Safe Work Practices in accordance with EPA Renovation, Repair, and Painting (RRP) standards.

Experience & Training Guidelines
Two years of full‑time work experience in Housing Specialist I duties, Section 8 programs, or general construction/trade work is required. Equivalent educational training: completion of twelfth grade plus additional coursework in social science, or a bachelor’s degree may qualify for one year of experience.

Work Requirements
Physical activity such as standing, walking, climbing, crawling, lifting up to 50 pounds, and confined‑space entry. Use of diagnostic tools including manometers and pressure gauges.

A valid California driver’s license is required for independent travel throughout Riverside County.
