Who We’re Looking For (Position Overview)
The Project Manager / Functional Lead is responsible for the overall delivery and performance of the PM3S contract supporting the National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT). This role serves as the single point of accountability for task execution, staffing, schedule, cost, quality, and risk, and acts as the primary interface between the Contractor, the Contracting Officer (CO), and the Contracting Officer’s Representative (COR).
What Your Day-To-Day Looks Like (Position Responsibilities)
Serve as the primary technical and managerial point of contact with the Government, including the CO and COR.
Lead task order execution, including planning, scheduling, staffing, cost control, and performance reporting.
Direct delivery of portfolio management, governance, requirements definition, COTS configuration/customization, reporting, training, and O&M services.
Ensure compliance with HHS EPLC, CPIC, FITARA, and applicable NIH/NCI policies and standards.
Oversee integrated reporting, audit support, data calls, and executive dashboards.
Implement and enforce quality assurance, risk management, and issue mitigation practices.
Plan and execute transition-in and transition-out activities to preserve continuity and institutional knowledge.
What You Need to Succeed (Minimum Requirements)
PMP Certification
Five (5) years of experience managing complex program activities
In lieu of a PMP certification, candidate can have 8+ years of successful project management experience
Experience managing federal IT programs.
Strong communication and leadership skills.
Ideally, You Also Have (Preferred Qualifications)
Experience supporting NIH, HHS, NCI, or similar healthcare or research organizations.
Hands-on leadership experience with COTS platforms (e.g., PPM, workflow, reporting, or governance tools).
Experience delivering audit-ready documentation and executive-level reporting
