Job Overview
In this role, you will report to the Program Contracts Manager and lead a team to manage subcontract formation and administration activities. You will develop subcontracting strategies and operating procedures. You will review and approve bid details, commitments, and lead negotiations. Your oversight will ensure project subcontracting is consistent and that procedural requirements have been implemented.

Major Responsibilities
Participates with the program team in defining and developing the scope of Contracts work across multiple projects, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets
Prepares and/or directs preparation of commercial terms and conditions for use on project contract documents, ensuring that requirements of the prime contract are incorporated
Coordinates Contract execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable
Contracts to perform its functions in accordance with project plans
Reviews evaluations with program leadership, global business unit functional managers, and the global business unit Manager of Supply Chain
Provides functional direction and/or supervision to all assigned subcontracts personnel and monitors operations to ensure all activities are performed in accordance with project requirements and applicable directives, management instruction, procedures, and functional guidelines
Develops and implements the subcontracting strategy for assigned project or office, incl. development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan
Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority
For assigned packages forms subcontract bid documents (commercial strategy/terms and solicitation documents), issues RFQs/RFPs, and manages the bid process through award
For assigned packages leads bidder communications/clarifications, performs commercial evaluations, and negotiates pricing, risk allocation, and terms & conditions through subcontract award
Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures
Maintains oversight of subcontract risk management, ensuring commercial, schedule, and performance risks are identified and mitigated
Leads capability building for the contracts organization, including coaching, knowledge transfer and planning across the program
Monitors team metrics, risks, and performance
Education and Experience Requirements
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills
Expert knowledge of subcontract terms and conditions
Extensive experience in construction subcontracts formation and management
Proven leadership and supervisory capability
Strong negotiation, judgment, and decision-making skills.
Able to engage directly and effectively with senior internal and external leadership
