The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. CYYAD envisions a King County where all young people are happy, healthy, safe, and thriving members of their communities. The division operates several re-engagement, education, and employment programs for youth and young adults, and works with community partners to support young people and families through Best Starts for Kids investments, the Puget Sound Taxpayer Accountability Act, and Restorative Community Pathways.
Best Starts for Kids (BSK) is a community-driven initiative to support every baby born or child
raised in King County so they reach adulthood happy, healthy, safe, and thriving. ( www.kingcounty.gov/beststarts ). Current BSK investments are guided by the second BSK Implementation Plan approved by the King County Council in November 2021. BSK's childcare investments include a regional subsidy program to ease the cost of care for families ineligible for other subsidies and a workforce demonstration pilot project that provides a wage boost to licensed childcare providers in King County and seeks to understand the impact of increased wages on retention and continuity of care.
CYYAD and the BSK Initiative are seeking candidates for a Child Care Contract Monitor (PPM II).
This position will work closely with the BSK Child Care Policy Lead, Child Care Subsidy Program Managers, and the Child Care Workforce Program Manager to support new investments and programming and collectively work toward a thriving and equitable childcare system.
Job Duties
To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
Work closely with the Child Care Strategy Lead and Subsidy and Wage Boost Workforce Program Managers to implement childcare provider- and family-centered supports and programming through the Best Starts for Kids (BSK) Child Care Strategy.
Provide support to create and implement strong administrative and operations systems and processes across all of BSK's childcare work, and develop templates for program activities, including reporting.
Support storytelling and communication of team initiatives.
Support contracts and contract amendments as needed. This may include negotiating scopes of work, supporting partners in providing documentation for contract execution, and helping to ensure contracts are executed in a timely fashion.
Support Program Leads with desktop reviews for contracted partners to ensure compliance with DCHS policies and the contract's specific requirements.
Complete site reviews/monitoring visits as needed and work with team members to ensure that annual or bi-annual monitoring is completed.
Work with the fiscal team to monitor contracts for fiscal compliance with County policies.
Process invoices and required reports and track community partners' progress toward their contracted outcomes.
Implement and manage administrative systems that support programs and community partners with tracking invoicing, evaluation, and reporting requirements, as well as support contracted providers as needed to meet invoicing and reporting requirements - Maintain and improve team systems (e.g., SharePoint, file management, workflows).
Work with the CYYAD/Best Starts for Kids Evaluation Team to support community partners to meet data & reporting deadlines.
Support the Child Care Program Managers in organizing regular convenings and trainings with childcare providers, community partners, and workgroups.
Assist the BSK Child Care Program Managers with the development of Requests for Proposals and contract negotiation and execution.
Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills

Experience supporting complex initiatives or projects.
Experience in administrative support, project coordination, or event coordination
Excellent written and verbal communication skills, and ability to develop and implement effective administrative/operational systems and processes.
Experience supporting community partners or groups to set and achieve goals and outcomes.
Experience negotiating terms of contracts or similar formal agreements.
Demonstrated ability to collaborate and build consensus across diverse partners and community members.
Ability to multi-task and prioritize work in dynamic work settings with quickly shifting deadlines.
Demonstrated ability to work independently and as a member of a team.
Ability to travel around the county in a timely manner.
Equivalent experience may be a substitute for all listed qualifications.
Preferred Qualifications
Experience in government, public sector, or large organizations
Experience with collaboration or project tools (e.g.. Teams, Zoom, Lists, Smartsheet, Microsoft Office)

ADDITIONAL POSITION INFORMATION:
This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The Children, Youth and Young Adult team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is YouthSource, 645 Andover Park W, Tukwila, WA. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.
