MAIN PURPOSE
The main purpose of this full‑time contractual position is to provide the Maryland Department of Health (MDH) and the Office of Facilities Management and Development (OFMD) with expertise and assistance in the planning and coordination of large‑scale, multi‑year projects. This role manages MDH capital and operating construction, maintenance, and system service projects, oversees the real‑property portfolio and relocation efforts, and supports the implementation of the MDH agency initiatives and the MDH Facilities Master Plan.
RESPONSIBILITIES
Develop, coordinate, direct, and manage professional planning activities.
Manage procurements, review change orders, invoices and budgets through all phases of a project.
Coordinate with state agencies.
Direct and manage the work of consultants and vendors, including planning, design and construction teams.
Manage the work of other project managers and consultants.
Direct community development, climate implementation and transportation planning on behalf of the Department.
Direct and coordinate the activities and establish project goals and objectives on behalf of the Department for agency programs.
Approve scopes, research, statistical methods and field work activities for planning projects.
Maintain contact with state, federal, regional and local officials engaged in various aspects of planning, as well as representatives of the private sector with similar responsibilities or interests.
Participate in the negotiation of agreements or contracts.
Create and present presentations on plans, proposals, and activities before MDH executive offices and various agencies and organizations.
Supervise vendors and other offices within the Department engaged in complex planning projects and programs.
Improve efficiencies in operations.
Perform other related duties.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Six years of administrative staff or professional work.
NOTES
Applicants may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
Applicants may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
Applicants may substitute the possession of a Master’s degree from an accredited college or university for five years of the required experience.
Applicants may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year‑for‑year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Experience working in construction management (including managing large complex building projects).
Experience working in healthcare facility planning or clinical planning.
Project management experience, including managing multiple competing demands and working with limited supervision.
Experience developing or managing the development of building programs.
Knowledge of and/or experience with the DGS Procurement Process.
Knowledge of and/or experience with DGS Professional Services Procedures and DGS Procurement Processes for Construction Services and Construction Administration.
Experience developing budgets.
Experience managing consultants, including healthcare planners, architects, MEPS engineers, building performance designers and other vendors.
BENEFITS
Contractual employees working at 30 or more hours a week (or an average of 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for medical and prescription coverage, while the State of Maryland will subsidize the remaining 75%. Dental coverage, accidental death and dismemberment insurance, and life insurance may be elected, with the full premium paid by the employee. Leave may be granted at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
