CSEngineering is seeking a Senior Real Estate Subject Matter Expert (SME) to provide advanced technical expertise in federal real property leasing, acquisition, and policy analysis. This role serves as a senior advisor supporting complex lease acquisition initiatives, regulatory compliance, financial feasibility assessments, and portfolio optimization strategies within a federal environment.
Job Responsibilities
Provide senior-level subject matter expertise across federal leasing, acquisition, disposition, reuse, easements, licenses, permits, and public-private partnership initiatives.
Lead development of Project Management Plans (PMPs), process maps, and workflow documentation.
Conduct research, benchmarking, and independent cost analyses to support acquisition planning and due diligence.
Perform Office of Management and Budget (OMB) Circular A-11 lease scoring reviews, including Net Present Value (NPV) analysis.
Develop independent cost estimates (ICE) and evaluate lease proposals against federal regulatory requirements.
Interpret and apply federal property authorities, including Title 38 U.S.C. § 8103 and Title 40 U.S.C. § 3301.
Research and interpret Federal Acquisition Regulation (FAR) requirements and GSA Leasing Desk Guide processes.
Conduct quality assurance reviews of acquisition documentation and contract-related materials to ensure regulatory compliance.
Draft and update internal policies, standard operating procedures (SOPs), and compliance checklists.
Create solicitation and contract compliance review checklists and perform structured document reviews.
Conduct financial feasibility studies and reuse analyses.
Benchmark lease rates against GSA and private market comparables.
Analyze project schedule and cost data and recommend mitigation strategies.
Prepare executive-level memoranda, briefings, analytical reports, and strategic recommendations.
Participate in in-person and virtual meetings to discuss task progress, deliverables, and compliance matters.
Required Qualifications
Security Clearance: Top Secret Clearance.
Bachelor's degree in Real Estate, Business, Finance, or related field.
Minimum 7+ years of real estate experience with emphasis on lease acquisition and portfolio management.
Minimum 5 years of federal government or government contracting experience.
Demonstrated expertise in federal leasing processes (VA and/or GSA preferred).
Expert knowledge of federal real property law and regulations, including:
Title 38 U.S.C.
Title 40 U.S.C.
OMB Circular A-11
Federal Acquisition Regulation (FAR)
Experience performing NPV calculations, OMB scoring analysis, and lease financial feasibility reviews.
Experience drafting policies, procedures, and compliance documentation.
Experience conducting benchmarking and independent financial reviews.
Strong executive-level writing and analytical skills.
Proficiency with Microsoft Office Suite and federal document repositories.
Must be a U.S. Citizen.
Professional real estate certifications preferred, including:
Real estate professional certifications such as:
SIOR (Society of Industrial and Office Realtors)
CCIM (Certified Commercial Investment Member)
CPM (Certified Property Manager)
Active real estate license.
Experience preparing audit-ready documentation and compliance reviews.
Experience supporting large federal lease acquisition portfolios.
