Practice Manager – Latin America & Caribbean
The Practice Manager will manage the delivery of Digital Development’s programs in the Latin America & Caribbean (LCR) region, coordinate cross‑regional teams, and contribute to the strategic direction of the Digital Development Global Practice.

Duties and Accountabilities

Lead business development, ensuring quality of the lending, ASA and RAS pipeline and portfolio in the region.

Work closely with CMUs, the regional director, program leaders, and align with the WBG Regional Strategy and Country Partnership Frameworks.

Apply global thought leadership to deliver high‑impact, evidence‑based solutions to clients.

Build and maintain a balanced portfolio of innovative, cost‑effective products and services.

Partner with other Global Practices, IFC, MIGA to tailor solutions to complex development challenges.

Ensure timely, high‑quality results and maintain accountability to project deliverables.

Model WBG leadership values, supervise and mentor DD staff, and recruit talent aligned with the practice’s growth.

Contribute to international forums and forge partnerships with donor agencies, private sector tech leaders, and academic institutions.

Lead fundraising efforts and manage allocation of internal and external resources to maximize impact.

Ensure compliance with internal controls, policies, and budgetary constraints, delivering agreed work programs.

People / Talent Management

Model WBG leadership values and supervise staff.

Drive technical excellence and create an environment of learning and innovation.

Support global staffing, deployment, talent, and performance management strategies.

Supervise DD staff and define their responsibilities.

Mentor Washington and field‑based staff, ensuring strong connectivity.

Address global, regional, and national DD challenges and contribute to the global dialogue.

Represent the GP in DD forums, coordinating with DD Director and other PMs.

Develop partnerships with donor agencies, international organizations, private sector, tech leaders, and academia.

Strengthen the analytical base, ensuring timely knowledge capture and mobilization.

Promote innovative research and disseminate knowledge and learning.

Resource Management

Establish funding priorities and manage within budget constraints.

Lead fundraising initiatives.

Decide the best use of internal and external resources for maximum client impact.

Deliver work programs using cost‑effective human and budgetary resources, complying with policies and internal controls.

Selection Criteria

Masters or PhD in economics, public policy, private sector development, technology, telecom engineering, or related field.

Minimum 12 years of progressively responsible experience in similar roles.

Experience in at least two regions or a combination of regional and corporate assignments.

Strong operational skills, including policy lending (IPF/P4R/DPF) and leading complex policy dialogue.

Demonstrated leadership and supervisory experience with multi‑location and virtual teams.

Operational and development experience spanning multiple regions.

Technical knowledge in one or more DD areas desirable, but managerial and influencing skills are paramount.

Track record of results and cross‑practice collaboration.

Ability to influence dialogue and policy on DD without direct authority.

Strategic thinking, including ability to prioritize, rationalize portfolios, and exit activities.

Strong partnership experience engaging public and private stakeholders.

Effective written and oral communication in English and Spanish.
