Work Schedule:

Monday to Friday, 8:00 AM to 4:00 PM; no flextime, overtime, compressed workweek, or telecommuting allowed.

Responsibilities

Provide engineering support for the operation and maintenance of the Eastern Canals System (Erie Canal, Champlain Canal, and feeder canals) under direction of the Transportation Maintenance Engineer.

Participate in waterway structural asset inspections and assist in quality control of structural inspections, maintaining relevant databases.

Review, acknowledge, and manage structural inspection flags and develop remediation plans.

Assist with work order management in Maximo: creating, editing, planning, scheduling, and closing work orders; coordinate with regional planners/schedulers and engineers.

Coordinate approval of section projects by Canal departments including Environmental Health and Safety, Code Compliance, Dam Safety, and Public Relations.

Provide direction and guidance to section work crews on capital activities, ensuring safety and code requirements are met.

Oversee informal dam safety inspection program and annual gate certification program.

Provide technical advice to engineers, legal staff, consultants, contract management, and budget representatives on financial, structural, or construction requirements.

Interact with subordinates, section personnel, headquarters engineers, design staff, construction staff, consultants, and local, state, and federal agencies.

Respond to local municipalities and adjacent property owners’ engineering requests or complaints; assess concerns and coordinate with sections; may participate in emergency planning and response.

Review and evaluate design and construction documents from project development through completion.

Review and evaluate consultant design proposals for capital and operations and maintenance projects.

Review work permit applications and associated project plans for the region; provide technical expertise as a licensed engineer where necessary.

Assist with development of maintenance and capital plans in conjunction with Eastern Regional engineering staff, in accordance with Canals Asset Management.

Assist with preparation of the annual capital and operations/maintenance budget, recommending construction or rehabilitation projects.

Assist Waterways East Region staff to ensure maintenance activities are properly carried out.

Assist with the development and issuance of Canal policies, procedures, guidelines, and standards for Canal operations and maintenance.

May assist in coordinating section and floating plant capital work including bathymetric soundings.

May provide direction and oversight to the dredging program, ensuring spoil sites are prepared properly and environmental and permit issues are addressed, and that dredging operations comply with environmental requirements.

May be involved in overseeing winter lock pump‑out activities, providing direction and technical assistance.

Minimum Qualifications

A New York State Professional Engineer’s license and current registration plus either:

a qualifying bachelor’s degree or higher in one of the listed engineering disciplines; or

one year of full‑time qualifying engineering experience in the design and construction of parks, roads, bridges, recreational facilities, or water and/or wastewater treatment facilities.

Qualifying degrees include: Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Engineering Management; Construction Engineering Management Technology; Electrical Engineering; Electrical Engineering Technology; Electrical Power Engineering; Environmental Engineering; Environmental Engineering Technology; Environmental Design Engineering; Environmental Resources Engineering; Environmental Systems Engineering; Forest Engineering; Geological Engineering; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Mechanical Engineering; Mechanical Engineering Technology; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering; Transportation Planning and Engineering; or Engineering Science with a recognized concentration in any of the above.

For competitive appointments: one year of permanent competitive experience or 55b/c service in an eligible title under Section 70.1 of the Civil Service Law.
