Duties Description

Under the direction of the Transportation Maintenance Engineer 1 and the Eastern Region Canal Engineer, provide engineering support for the operation and maintenance of the Eastern Canals System. Duties include but are not limited to the following:
Maintenance Support: assist section staff to ensure maintenance activities comply with Canal policy and procedures and other regulatory requirements.
Review and evaluate design and construction documents from project development through project completion.
Perform engineering duties related to new construction, rehabilitation, or long-term maintenance projects, including preparing plans, specifications, and calculations.
Provide technical advice to engineers, legal staff, consultants, contract management, and budget representatives on financial, structural, or construction requirements.
Respond to requests or complaints from local municipalities and adjacent property owners; assist and coordinate with sections to develop repair or mitigation plans.
Review informal dam safety maintenance inspection reports to identify repairs and create maintenance work orders.
Coordinate and oversee Section and floating plant maintenance work, including winter lock pump-out activities.
Provide direction and technical assistance to maintenance sections for maintenance work; guide Section crews on capital activities to meet safety and code requirements.
May oversee dredging program, ensuring environmental and permit compliance; oversee buoy setting at navigation season start using GPS.
Research and develop specifications for procurement.
Maintenance Work Planning: enter repair and review maintenance data in asset management software (Maximo and CIMS); create and manage work orders and reports.
Collaborate with Asset Management, Inspection, Dam Safety, and Maintenance to plan, design, implement, and oversee work.
Perform work planning to determine labor, material, and equipment needs; conduct field assessments and resolve field conditions.
Determine sequencing of work phases and create resource-loaded schedules, including CPM when necessary.
Support for Other Program Areas: assist emergent projects, perform inspection of deficiencies in canals and dams, contribute to policy development, recommend capital projects for budget, review permits for Region, participate in waterway asset inspections and emergency planning.
Miscellaneous Duties: supervise staff as required; interact professionally with stakeholders; up to 50% fieldwork with occasional travel; perform other duties as assigned.
Minimum Qualifications

program details apply. For Assistant Engineer (Civil) and Engineer Trainee, minimum qualifications include one of the following:
Assistant Engineer (Civil):
1) Passing the NCEES Fundamentals of Engineering (FE) Examination and a qualifying bachelor’s degree in Civil or related field; OR
2) Passing the NCEES FE Examination and one year of full-time qualifying engineering experience.
Qualifying degrees include Civil Engineering, Construction Engineering, Electrical Engineering, Environmental Engineering, Mechanical Engineering, and related fields, including various Engineering Technology options.
Experience: One year of full-time engineering experience in design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Engineer Trainee:
1) A qualifying bachelor’s degree in listed engineering fields; OR
2) FE exam pass plus one year of qualifying engineering experience.
Note: If appointed at Engineer Trainee, you must take and pass the FE exam during traineeship; failure to pass may result in removal.
Competitive Minimum Qualifications: one year of permanent competitive or 55b/c service in a title eligible for transfer under Civil Service law.
