Qualifications

Applicant must be highly qualified which requires one of the following and a complete application on file to be eligible for the position:
Possess valid New Mexico Public Education Department Administrative License (Level 3B).
Minimum of 3 years in Administration (Special Education preferred)
Job Summary

To provide leadership in developing, providing, monitoring, and evaluating equitable high-quality programs, services, and education for students with disabilities, including Special Education and Gifted programming.
Special Knowledge/Skills

Ability to oversee compliance systems, data reporting, and staffing structures across the district.
Essential Duties and Responsibilities

Provide leadership in the development, implementation, and evaluation of Special Education programs districtwide, ensuring program efficacy and high-quality instruction.
Ensure compliance with IDEA, state regulations, IEP timelines, evaluation timelines, and service delivery requirements.
Conduct monthly school site visits to at least half of the schools to monitor compliance, instructional quality, and implementation of IEP services.
Monitor and maintain accurate FTE allocations across school sites, classrooms, and district programs and adjust staffing based on student needs.
Ensure all students with disabilities are accurately reported in state systems (e.g., NOVA) to support appropriate funding.
Oversee state reporting, data compliance, and audit readiness for Special Education programs.
Lead monthly Special Education department meetings and meet monthly with school administrators to review staffing, programming, FTEs, and compliance.
Meet quarterly with the Chief Finance Officer to review Maintenance of Effort (MOE) and budget alignment.
Develop and oversee budgets for IDEA B and other funding sources and ensure appropriate expenditure control.
Oversee development, timelines, and scoring of RFPs for ancillary and related services.
Coordinate and collaborate with charter schools to ensure compliance with state and federal regulations and appropriate service delivery.
Mediate and facilitate IEP meetings as needed and support resolution of complex student, parent, and district concerns.
Oversee evaluation processes to ensure compliance with timelines and procedural requirements.
Provide professional development, training, and support to principals, assistant principals, facilitators, special education teachers, educational assistants, ancillary staff, families, and students.
Provide oversight of all district programs for students with disabilities, ensuring program efficacy, high-quality instruction, and full IEP compliance
Monitor instructional practices and support the implementation of evidence-based strategies to ensure quality teaching across all sites
Develop and implement ongoing systems of professional learning, coaching, and support for all stakeholders, including ancillary staff
Attend PLC meetings upon request to support instructional alignment and compliance.
Resolve district-level issues related to students with disabilities programming and staffing.
Collaborate and serve as liaison with attorneys, NMPED Special Education Division (SED), New Mexico School for the Deaf (NMSD), and New Mexico School for the Blind and Visually Impaired (NMSBVI).
Participate in the SWREC Special Education Directors Group.
Assist in recruitment, selection, and evaluation of Special Education personnel.
Coordinate instruction for homebound and/or hospitalized students with IEPs.
Interpret Special Education programs and services to staff, administration, families, and the community.
Use data to evaluate program effectiveness and guide decision-making at the school and district level.
Develop and promote a clear philosophy of Special Education aligned with district goals.
Assist in the development and adoption of effective school policies and procedures related to Special Education.
Perform all other duties as assigned by the Superintendent or designee.

Physical Requirements
Walking, standing, sitting, bending, kneeling, and squatting, climbing stairs, speaking and listening, reaching with hands and arms, having full mobility of fingers/hands to finger, handle or feel, close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus, carrying, lifting, and moving up to 25 pounds and/or moving light furniture may be required.

Working Conditions

Maintain emotional control under stress, work with frequent interruptions.
Some districtwide and statewide travel.
Occasional and prolonged and irregular working hours.
Must be able to work within various degrees of noise and temperature.
Must be self-motivated and able to complete job assignments without direct supervision

Performance of this job will be evaluated in accordance with provisions of the Board of Education’s policy on evaluation of professional administrative personnel.
