Position Summary

The Executive Director of Facilities Services Business Operations is responsible for managing the business, fiscal and budgetary planning and evaluation, personnel administration, Facilities Services warehouse management, and facilities management functions of the Facilities Services division. This position also manages the strategic, capital, and financial planning and budgeting for Energy Services, which is a receipt‑supported enterprise with yearly operating budget of $220 million. The Executive Director will work with the Energy Services Business team on yearly utilities forecasting and rate setting and overseeing monthly utility billings.
Primary Duties

Administrative Staff Support: Manage all administrative personnel within the organization. Provide training and oversight for work assignments and tasking for team members embedded in various departments.
Financial and Capital Planning – Manage the Energy Services capital program, which includes approximately $500 million in new facilities and infrastructure.
Financial Planning – Responsible for multi‑year budgeting and financial planning, particularly including identifying financial risks and mitigation strategies, and providing inputs into the development of alternative rate and financial plans.
Customer Stakeholder and Utility Provider Interaction – Serve as the main point of contact for major customers’ senior management, including UNC Health, Athletics, Student Affairs, and various auxiliary operations such as Carolina Dining Services and the Carolina Inn. Contact person for Duke Energy, OWASA, and Dominion Energy.
Metrics Development: Manage team of two staff in the development of strategic, predictive key performance indicators for all elements of Facilities Services management. Focus team efforts on customer service, operational excellence and financial metrics to help leadership improve performance and efficiency.
Policy Governance:

Manage and update all Facilities Services policies and procedures and coordinate with both Office of Ethics and Policy and Office of University Counsel on improvements and implementation.
Ensure that information is accessible to all Facilities Services employees and Directors are using policies effectively.

Customer Service Center Lead: Manage Customer Service Center team and ensure ‘front door’ to Facilities Services is efficient and effective gateway for customers.
Warehouse Management: Provide oversight to Facilities Services Warehouse operations and team of seven people. Manage all tool and material stocking processes, ensure inventory control, and order/pickup/deliver preventive maintenance and other supplies.
AiM (Internal Maintenance Management System) Administration: Review existing work control processes for efficiency and accountability. Coordinate the work control function for all Facilities Services‑related requests from across the University.
Fleet Services Control:

Manage inventory and provide detailed reports on availability, critical repairs, and impacts to operations.
Develop long‑term investment strategy for recapitalizing Fleet assets.

Liaison to Service Center of Excellence (SCE): Provide support to Facilities Design and Construction on financial project planning documents for UNC System Office submissions. Work with SCE Finance team to ensure proper documentation and identification of fund sources. Serve as Facilities lead for Human Resource actions including position description development, search committee administration, compensation recommendations and performance evaluation monitoring.
Minimum Education and Experience Requirements

Relevant post‑baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates demonstrating comparable professional backgrounds, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and five years or greater of relevant experience in substitution.

North Carolina Driver’s License or ability to obtain one prior to start date. Ability to report to work in support of mandatory University operations even when adverse weather or other emergency conditions, such as a public health emergency, require the University to close.
Preferred Qualifications, Competencies, and Experience

Experience in a higher education institution.
Strong organizational, management, and administrative and communication skills.
Prefer candidate who will approach building a team culture and community within the University to effectively and equitably engage with staff, students, citizens, elected officials who hail from across the state and beyond.
Special Physical/Mental Requirements

Ability to climb stairs.
Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
