Overview

Duties Description

Under general supervision, a General Mechanic performs journey-level work at a skilled and semiskilled level in a combination of trades in the repair and maintenance of facilities and equipment. A General Mechanic may also perform journey-level work in a specific trade with additional qualifications and certification requirements as noted in a job announcement. Incumbents frequently supervise others in maintenance, repair, installation and construction activities. Incumbents of this position are considered essential personnel.
The General Mechanic is expected to have knowledge and skills in a wide array of facilities operations and motor equipment, electrical, building and mechanical trades. Building trades include carpentry, roofing, and locksmith skills; while the mechanical trades include maintenance and repair of plumbing, heating, ventilation, air-conditioning and refrigeration systems. The position performs responsibilities in accordance with all statutory, agency and labor contract requirements and where applicable, in accordance with National Guard Bureau (NGB) standards, specifically those requirements of the Master Cooperative Agreement between NGB and DMNA – current and as amended for all. The position may report to state and/or federal supervisory personnel.
Responsibilities

Perform a variety of skilled and semiskilled maintenance, repair, installation and construction tasks in the mechanical, building, motor equipment and electrical trades.
Work from verbal or written descriptions or drawings/sketches to design, plan, layout and complete a variety of general trades projects.
Monitor and inspect work in progress and upon completion to ensure compliance with guidelines, codes and regulations, proper use of materials and equipment, and adherence to schedules.
Knowledge of general shop and trades equipment and machinery; assist with determining facility and grounds maintenance needs and make recommendations for repair/correction/resolution.
May draw rough sketches or prepare plans to scale from verbal or written instructions to accomplish a project.
Review in-house work requests, visit job sites to determine materials needed to complete projects.
May conduct inspections of the facility to determine maintenance needs and prioritize repairs based on the nature of the maintenance problem.
Provide supervisor with recommendations for the type, quantity and quality of materials needed to accomplish a project.
Provide verbal instruction and/or demonstrate proper trade techniques and the proper use of tools and equipment.
May complete Purchase Order (PO) and Purchase Requisition documentation; assemble materials, tools and equipment; track inventory and distribution; maintain equipment.
May perform supervisory duties at assigned facility and may fill in for supervisor during absences; assist in preparation and input for written performance evaluations of subordinate employees.
May perform routine semiskilled maintenance and repair in other trades as trained and required (e.g., plumbing, electrical, carpentry, masonry).
Work independently with minimal supervision or with a project team in accordance with supervisory guidance; assist with repairs and upkeep of facility structures and building systems from foundation to roof; interior and exterior.
Perform general grounds maintenance tasks and related site/work area upkeep.
Assist with Non-military Use Program (NMU) requirements when applicable; periodic overtime may be required, especially during winter months.
Performs other job duties as assigned and may provide assistance at other DMNA facilities to meet operational needs.
Job Requirements

Working knowledge of applicable Federal, State and local codes, standards, rules and regulations for the trades assigned.
Working knowledge of methods, materials, tools and equipment used in the assigned trades.
Ability to operate and maintain assigned tools, machinery and equipment safely and effectively.
Working knowledge of skilled and semi-skilled trades; safety standards and procedures.
Ability to train others in trade skills and tasks; ability to plan and schedule work including staffing, equipment and supplies.
Ability to read and interpret plans, diagrams, architectural blueprints and specifications.
Ability to supervise effectively and fill in for Supervisor when necessary.
Ability to work outside in various temperatures and inclement weather for extended periods.
Incumbents are considered essential personnel.
Ability to analyze project needs and communicate them to supervisor; operate a motor vehicle and construction equipment.
Ability to perform routine repairs and maintenance on equipment and facility structures; calculate quantities of materials and labor required.
Ability to interact well with co-workers, management, Federal and State personnel and the public; follow directions and complete assignments.
Ability to work at heights (ladders, scaffolds, platforms, lifts); push/pull/lift/carry heavy objects (50+ lbs); work in confined spaces.
Ability to read and write in English; demonstrate reliability and good communication skills.
Proficiency with computer software and databases for facility operations (minimum Microsoft Office, SFS, SLMS); complete required training; travel as needed.
Must complete training for required state and federal software/data systems (e.g., SFS, SLMS); background investigation and appropriate clearance per NGB standards; may require SECRET clearance for access at certain bases.
Willingness to undergo apprenticeship or equivalent training; other combinations of education and work experience will be considered; minimum four years of relevant experience or approved substitution.
Minimum Qualifications

Four years of full-time experience in a trade under a skilled journey-level position or equivalent training (apprenticeship or technical courses may substitute on a year-for-year basis).
Must be at least 18 years old, have a high school diploma or GED, read and write in English, and possess a valid NYS driver’s license.
Must be able to operate and maintain tools and equipment; work at heights; work in confined spaces; and operate under varied weather conditions.
Must be able to obtain and maintain a favorable background investigation and appropriate clearance (NACI minimum; SECRET may be required for certain access).
Must be familiar with commonly used software such as Microsoft Word/Excel; complete necessary training for data systems (SFS, GFEBS, SLMS) within required timelines.
Note: Additional apprenticeship details and other combinations of education/work experience may be considered; employee must meet current agency/NGB requirements and directives.
Additional Comments

This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose seniority within the Classified Service.
Current Start Rate: $50,425; Job Rate: $61,548; hires begin at Start Rate unless prior state experience qualifies for a higher step. Downstate Adjustment: $4,000 annually for Whitestone Armory.
