
Treasury Collections Officer I - IV

General Statement of Duties
The Department of Finance is seeking a Collection Officer to support the Treasury Division in administering and collecting business related delinquent taxes. This role performs complex financial, billing, and debt collection work, including reviewing accounts, applying relevant laws and policies, preparing financial documents, and delivering excellent customer service. The position requires direct engagement with business owners to assess compliance, negotiate resolutions, and determine appropriate enforcement actions to ensure revenue recovery.
Essential Duties
Apply debt collection terminology, procedures, and laws to delinquent business property tax accounts
Review, reconcile, and analyze accounts for accuracy and compliance
Assess risk exposure, identify solutions, and take action to mitigate loss and maximize recovery
Investigate discrepancies between business filings, assessments, and billing
Educate taxpayers using strong verbal and written communication skills
Manage difficult conversations and negotiations to ensure revenue recovery
Use multiple software applications and financial systems to research, document, and process accountsProvide moderate IT related support to the Collection team
Collaborate with management and IT team to promote system improvements
Deliver customer service to businesses and residents in person, by phone, and online
Resolve routine and complex inquiries regarding delinquent taxes, adjustments, and related fees
Collaborate with internal teams and external partners
Participate in training, certification, and career development
Perform related duties as assigned
Minimum Qualifications
Graduation from high school with coursework or degree in a relevant field preferred and eight (8) years of relevant work experience including two (2) years at Treasury Collections Officer level III; OR, any equivalent combination of education, experience and training which provides the necessary knowledge, skills, and abilities totaling 8 (eight) years.

Salary Scale
The salary scale for Treasury Collections Officer I is ($47,253.62 - $86,925.251), a Treasury Collections Officer II is ($51,899.10 - $ 95,470.83), a Treasury Collections Officer III is ($57,001.27 - $104,856.52) and a Treasury Collections Officer IV is ($62,605.04 - $115,164.92).
