This position is located at Deberry Special Needs Facility.
A Motor Vehicle Records screening will be conducted prior to employment.
This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.
Qualifications
Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to four years of increasingly responsible full-time professional human resources work.
Substitution of Education for Experience: Additional graduate coursework in human resources administration or other related acceptable field may be substituted for the required experience, on a year-for-year basis, to a maximum of two years.
Substitution of Experience for Education: Qualifying full-time professional human resources experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.
Three years of increasingly responsible professional general human resources experience with the State of Tennessee.
Necessary Special Qualifications: None.
Examination Method: Education and Experience, 100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.
Overview
The Human Resources Manager serves as a subject matter expert, providing strategic advice to key business partners across the Facility in all human resources areas, including hiring and staffing, benefits, employee relations, classification and compensation, leave and attendance, disciplinary actions, and other human resources programs.
Individuals selected are expected to create and maintain positive working relationships with employees, managers/supervisors, and executive leadership within their respective areas. Successful candidates must exercise sound judgment and discretion in developing, applying and interpreting HR and departmental guidelines and policies in complex, sensitive, or new situations and manage a dynamic workload, prioritizing conflicting needs and handling sensitive matters expeditiously, proactively, and confidentially.
Responsibilities
Provide guidance to facility leadership, employees and direct reports on human resources rules, regulations, policies, procedures to ensure understanding and compliance.
Monitor HR transactional health and data integrity to include employee appointments, promotions, demotions, separations, transfers, reclassifications, salary changes and electronic employee personnel files.
Administer facility processing timelines for time and labor to ensure accurate time reporting, absences, leaves and corrections do not adversely impact employees.
Consult and advise facility leadership and managers on the preparation and processing of employee disciplinary actions and performance/behavior improvement plans.
Ensure compliance in accordance with state and federal laws, rules and regulations related to FMLA, workers' compensation, extended leaves of absence, military leave and employee benefits.
Serve as a consultant in the performance management process, assisting all facility staff in utilizing the program to drive employee performance and ensuring all steps are completed as required.
Oversee timely and effective onboarding to ensure a positive applicant and employee experience for newly hired staff members, including training on policies and procedures, enrollment in insurance and benefits programs.
Consult and advise managers and supervisors on best employment practices, including navigating the agency's hiring processes, timelines and forms, and interpreting pre-employment assessment results.
