Qualifications
Education and Experience: Bachelor’s degree from an accredited college or university plus four years increasingly responsible full‑time professional HR work.
Substitution of Education for Experience: Additional graduate coursework in HR administration or a related field may substitute for the required experience, up to two years.
Substitution of Experience for Education: Experienced full‑time professional HR experience may substitute for the required education, on a year‑for‑year basis, to a maximum of four years.
OR Three years increasingly responsible general HR experience with the State of Tennessee.

Overview
The Human Resources Manager serves as a subject matter expert, providing strategic advice to key business partners across the Facility in all HR areas, including hiring and staffing, benefits, employee relations, classification and compensation, leave and attendance, disciplinary actions, and other HR programs. Individuals selected are expected to create and maintain positive working relationships with employees, managers/supervisors, and executive leadership within their respective areas. Successful candidates must exercise sound judgment and discretion in developing, applying and interpreting HR and departmental guidelines and policies in complex, sensitive, or new situations and manage a dynamic workload, prioritizing conflicting needs and handling sensitive matters expeditiously, proactively, and confidentially.
Responsibilities
Provide guidance to facility leadership, employees and direct reports on HR rules, regulations, policies and procedures to ensure understanding and compliance.
Monitor HR transactional health and data integrity for employee appointments, promotions, demotions, separations, transfers, reclassifications, salary changes and electronic personnel files.
Administer facility processing timelines for time and labor to ensure accurate time reporting, absences, leaves and corrections do not adversely impact employees.
Consult and advise facility leadership and managers on the preparation and processing of employee disciplinary actions and performance/behavior improvement plans.
Ensure compliance with state and federal laws, rules and regulations related to FMLA, workers' compensation, extended leaves of absence, military leave and employee benefits.
Serve as a consultant in the performance management process, assisting all facility staff in utilizing the program to drive employee performance and ensuring all steps are completed as required.
Oversee timely and effective onboarding to ensure a positive applicant and employee experience for newly hired staff members, including training on policies and procedures, enrollment in insurance and benefits programs.
Consult and advise managers and supervisors on best employment practices, including navigating the agency's hiring processes, timelines and forms, and interpreting pre‑employment assessment results.
