Rancho Califorina Water District is currently seeking a qualified individual to fill a Field Distribution Operator - Meter/AMI position. Depending on qualifications and experience, this position may be filled at either the entry-level (Field Distribution Operator - Meter/AMI - I), journey-level (Field Distribution Operator - Meter/AMI - II), or advanced journey-level (Senior Field Distribution Operator - Meter/AMI).

Job Description
Under immediate progressing to general supervision, performs a wide variety of skilled, journey-level duties in the installation, maintenance, repair, and servicing of residential, commercial, and industrial water meters; operates Automated Metering Infrastructure (AMI) software for billing and reports, and assists in system administration tasks; meter drop-ins, Geographical Information Systems (GIS) data gathering and downloading, and repairs to meter related problems within the potable and recycled systems.
Class Characteristics
Field Distribution Operator I -Meter/AMI
This entry-level position is in the Field Distribution Operator – Meter/AMR class series. Positions assigned to this level perform limited or routine meter-related duties under close supervision. Because Employees in classifications at this level may be in a training capacity, such a position does not require significant previous work experience in the applicable field.
Field Distribution Operator II -Meter/AMI
This is the journey-level position in the Field Distribution Operator – Meter/AMI class series. Positions assigned to this level perform a full range of meter and construction duties under general supervision. Because Employees at this level are expected to be fully trained and competent, such a position typically requires significant previous work experience in the appropriate field.
Field Distribution Operator Senior -Meter/AMI
This is the advanced-level classification in the Field Distribution Operator – Meter/AMI series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to ensure optimal customer service and work quality. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Examples of Duties
Install, maintain, repair, and/or rebuild all meter services and district-owned appurtenances as directed; diagnose pressure issues and isolate sections of the distribution system.
Install AMI endpoints and program with correct meter information for mobile or fixed networks.
Perform advanced hot work and freeze kit jobs on copper service laterals, including training journey-level staff on techniques and safe practices.
Maintain vehicles with proper fuels and oils and maintain all equipment, tools, pumps, and lights.
Inspect, test, and repair district-maintained service protection, pressure-regulating valves (3/4” to 4”).
Conduct meter bench tests to AWWA specifications, when requested, and to field test meter sizes ¾” – 12.”
Install 8”-20” production meters at pump stations and well sites
Sets and repairs fire hydrant meters.
Installs and programs electronic flow and testing equipment
Assists with coordinating activities with other sections and divisions; ensures the timely and accurate completion of preventive maintenance activities.
Performs valve, service line maintenance and leak-detection tasks; reports meter or service defects, unusual water flow, or unauthorized fire hydrant use; submits work orders for the repair of service mainline leaks.
Effectively provide staff leadership and work direction
Conducts customer water service requests to include turning meters on and off when required.
Works with delinquent account customers to establish payment arrangements to avoid shut-off; requests the preparation of payment arrangements letters for signature.
Delivers notifications to customers for planned shutdowns and turn-offs due to non-payment
Identifies meter service and reading irregularities or inconsistencies.
Capture GIS coordinates on all meter services and district-owned appurtenances using laptop computer; repair and diagnose electrical problems with equipment knowledge of all phases and areas of AMI; utilize required software and equipment to complete tasks.
Input all required data for repair tickets, exchange forms, and customer service information through various workflow software.
Workaround and in confined spaces and meter vaults.
Diagnose/troubleshoot complex customer service complaints.
Recommend appropriate repair methods and technical assistance.
Assist with the maintenance of District offices.
Conduct traffic control as needed.
Repair landscape and PVC pipe.
Perform related duties as assigned.
