About The Indiana Office Of Administrative Law Proceedings (OALP)
The Indiana Office of Administrative Law Proceedings (OALP) was established as a new state agency in 2020 to provide a central and independent hearings process for administrative cases involving state agencies. OALP’s staff of administrative law judges (ALJs) hear disputes between certain state agencies and persons aggrieved by that agency’s action, while Legal Assistants (LAs) assist the ALJs with case management and data. The agency serves agencies such as the Family and Social Services Administration (FSSA), the Department of Child Services (DCS), and the Bureau of Motor Vehicles (BMV). OALP’s mission is to provide efficient, effective, and impartial adjudicatory processes for Indiana’s citizens and agencies.

Role Overview
The OALP Staff Attorney provides legal support to the agency under the direction of the General Counsel. The position conducts legal research, drafts and reviews policies, assists with legislation and administrative rule development, and supports litigation-related work, maintains legal records, prepares written legal analyses, and ensures agency practices align with applicable laws and regulations.

Essential Functions

Provide legal support to the General Counsel on various agency matters.

Draft, review, and provide legal analysis for agency policies, procedures, and legal documents.

Research, interpret, and advise on laws, rules, regulations, and legal opinions impacting agency operations.

Draft and review proposed legislation and administrative rules as needed.

Utilize legal resources, dockets, files, and official records relevant to agency legal matters.

Apply litigation skills as needed in support of agency legal matters.

Assist in organizing and managing caseloads for legal tasks.

Review pleadings, motions, discovery, and similar legal materials.

Update training materials and agency policies to reflect legal changes or best practices.

Prepare legal memoranda, briefs, or other written legal assignments.

Minimum Qualifications And Competencies

Juris Doctor (J.D.) degree from an accredited law school.

Recent passage of the Indiana Bar Examination and admission to practice law in the State of Indiana.

Strong legal research, writing, and analytical skills.

Ability to interpret statutes, regulations, and case law and apply them to operational settings.

Effective written and verbal communication skills, including the ability to explain legal concepts to non‑legal staff.

Strong organizational skills with the ability to manage multiple assignments, deadlines, and priorities.

Proficiency in reviewing, drafting, and editing legal documents with attention to detail.

Ability to work collaboratively with internal and external stakeholders.

Professional judgment, discretion, and the ability to maintain confidentiality.

Commitment to learning agency operations, legal frameworks, and applicable administrative processes.

Salary Statement
The salary for this position traditionally starts at $67,314.00 but may be commensurate with educational or work experience.
