Summary
This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.

Qualifications
Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

United States Citizenship: Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Hold a master's or doctoral degree in Clinical Mental Health Counseling, Clinical Rehabilitation Counseling, or a related field from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Related fields include (but are not limited to) Addiction Counseling, Community Counseling, Gerontology Counseling, Marital–Couple–Family Counseling.

A doctoral degree in mental health counseling may not substitute for the master's degree in mental health counseling.

License: Persons hired or reassigned to LPMHC positions in the GS‑0183 series must hold a full, current, and unrestricted license to practice independently as a Licensed Professional Mental Health Counselor.

English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005 – Part II, Chapter 3, Section A, Paragraph 3.j.

May qualify under the Grandfathering Provision described in the VA Qualification Standard for this occupation (applicable only to current VHA employees who meet the criteria).

Grade Determinations: GS‑11 requires experience, education, and licensure.

Must have at least one year of post‑master's or post‑doctoral mental‑health counseling experience (VA or non‑VA) and be licensed at the independent practice level.

LPMHCs may provide clinical supervision over the clinical practice of an unlicensed LPMHC or LPMHC trainee, subject to state licensing laws.

Assignments: Full performance grade level for LPMHCs with licensing at the independent practice level.

Knowledge – Skills – Abilities: Demonstrated ability to make professional evaluations, decisions, and treatment recommendations; advance knowledge of counseling fundamentals; complex crisis intervention; ability to establish collaborative treatment goals; use a wide variety of interventions; sensitivity to diversity; use of DSM for diagnoses; develop and facilitate psychotherapy groups; and, Preference Experience: at least two years of evidence‑based psychotherapeutic work at the fully licensed level.

Physical Requirements: Typical for the occupation; not requiring a pre‑placement examination.

Duties

Complete comprehensive psychosocial assessments to determine diagnoses and treatment plans.

Provide DSM diagnoses to gauge Veterans’ psychosocial functioning and needs.

Deliver emergency/crisis interventions to stabilize Veterans.

Conduct rapid assessments and develop crisis‑management plans.

Provide individual, group, and/or family psychotherapy when clinically indicated.

Consult with treatment teams and staff regarding Veterans’ psychosocial needs and impact on health‑care planning, compliance, and discharge planning.

Document direct Veteran care for at least 80 % of the time allotted to direct care.

Establish and maintain effective therapeutic relationships with Veterans and their families.

Work independently with Veterans and families experiencing complex medical, psychiatric, emotional, behavioral, and psychosocial problems.

Apply knowledge of medical and mental‑health diagnoses, treatment procedures, medications, and terminology.

Facilitate discharge planning through collaboration with Veterans, families, and interdisciplinary team members.

Provide consultation and education to Veterans and families about community resources, VA benefits, specialty programs, and advance directives.

Advise on accessing and coordinating community‑based services and referrals from VA and other government programs.

Maintain knowledge of Veteran benefits and community resources, and make appropriate referrals.

Provide case‑management services throughout the continuum of care.

Work schedule: 8:00 am – 4:30 pm, Monday – Friday. Telework not available. Position is not virtual.
