Job Summary
This position represents Vocational Rehabilitative Services (VRS) in technical financial discussions, supports agency-wide policy development, and ensures that financial operations align with the Department of Employment and Economic Development’s (DEED’s) mission and strategic goals. The role is responsible for the management of all VRS Administrative Contracts, Partner Agreements, Infrastructure Funding Agreement (IFA)/Memorandums of Understanding (MOUs) and VRS Fleet vehicle contracts. It facilitates procurement, invoices, asset management, order fulfillment, and records retention, and provides technical assistance and support to VRS Leaders regarding fiscal processes and planning.

Responsibilities

Manage all VRS Administrative Contracts, Partner Agreements, IFA/MOUs, and Fleet vehicle contracts.

Facilitate procurement processes, including invoice handling, asset management, order fulfillment, and records retention.

Provide technical assistance and support to VRS Leaders on fiscal processes and planning.

Support agency-wide policy development and technical financial discussions.

Minimum Qualifications

1 year of experience in financial analysis and contract management.

Experience preparing reports, summarizing financial reviews, findings, trends, and risks.

Ability to present information to leadership and recommend process improvements.

Ability to provide technical guidance to senior leadership on contracts.

Ability to work within a team environment and assist others to meet team objectives timely.

Ability to communicate complex financial concepts clearly to diverse audiences.

Preferred Qualifications

Bachelor’s degree in accounting, finance, business administration, or a closely related field.

Experience with federal financial regulations, Uniform Guidance, GAAP, and CFR.

Experience with Professional Technical Contracting and the Office of State Procurement.

Experience with SWIFT, Procure IT, or similar enterprise financial systems.

Experience developing financial policies, procedures, or training materials.

Demonstrated cultural responsiveness and experience working with diverse backgrounds.

Additional Requirements

Background check including criminal, employment records, reference, conflict of interest, and driver’s license and records check.

Legal authorization to work in the U.S.; DEED will not sponsor work visas.
