Position Purpose
The Paid Leave Appeals Unit accepts, processes, and decides appeals by applicants and employees under Minnesota Statutes, Chapter 268B. This role supervises Legal Analysts and Administrative Specialists, overseeing workload, process improvement, and cross‑unit coordination to ensure consistency, quality, and timeliness across Appeals work products. The supervisor leads continuous improvement efforts, training, and implementation initiatives while serving as a liaison with other Paid Leave units.

Key Responsibilities

Supervision and performance management: supervise daily work of Legal Analysts and Administrative Specialists, provide regular feedback and coaching, complete performance reviews, and participate in recruitment of new staff.

Process management and continuous improvement: monitor case management and administrative processes, identify gaps, lead process development and updating to ensure harmonization across the Appeals unit, and partner with other Paid Leave units to maintain consistency.

Workload coordination and operational oversight: monitor case volume, review and reassign workload, and monitor productivity for intake, hearing preparation, decision drafting, and other Appeals unit functions.

Cross‑unit collaboration and implementation: liaise with other Paid Leave units to ensure timely responses to stakeholders, coordinate implementation initiatives, and translate decisions into actionable workflows.

Training coordination and instructional support: identify training needs, collaborate with Learning Solutions Manager and Appeals managers to develop and deliver training for onboarding and continuous skill development.

Minimum Qualifications

Two (2) years of experience in a leadership role overseeing core transactional business processes, including managing teams to meet productivity, quality, and performance goals.

Preferred Qualifications

Experience with cross‑functional collaboration to design intake/triage processes, create, document, and improve workflows and handoffs, and implement quality controls.

Ability to communicate effectively to align with leadership direction and incorporate constructive feedback into workflow improvements and staff supervision.

Ability to adapt rapidly to evolving priorities, phased rollouts, and iterative process improvements.

Ability to triage competing requests from internal and external stakeholders, delegate workload demands, and maintain consistent and effective communication with affected parties.

Ability to coach, develop, and evaluate staff; set clear expectations, manage performance, and foster accountability.

Ability to develop a measurement plan with clear metrics to accurately depict the health of processes and direct attention to top priorities.

Experience with government benefits and health laws and regulations, such as FMLA, ADA, Workers’ Compensation, Social Security Disability, and Human Services programs.

Experience implementing or improving customer service models for high‑volume, time‑sensitive legal/administrative operations.

Experience working with Salesforce reporting/dashboards; basic familiarity with objects, relationships, and permissions.

Experience working with Microsoft Lists/SharePoint customization and Power Automate for workflow.

Experience working with Power BI reporting and dashboards.

Experience working with Microsoft Excel.

Experience working effectively with others from diverse backgrounds and cultures.
