Job Description
This role is a highly responsible, professional position requiring significant independent activity to conduct performance reviews and audits of a complex administrative program. The consultant will oversee statewide delivery of School Readiness and Voluntary Pre‑Kindergarten programs, interpreting federal and state statutes, evaluating program effectiveness, and recommending improvements.
Responsibilities
Participate in accountability reviews, including desk and onsite monitoring, of early learning coalitions and statewide contracts; assess operational effectiveness and ensure compliance with statutory and regulatory requirements.
Conduct monitoring reviews of sub‑recipients and contractors’ service delivery, operations, and governance.
Assist with coordination of special projects and participation in special reviews.
Conduct programmatic reviews of contracted agencies.
Assist with fraud prevention and data analysis of reports.
Analyze data to determine policy implementation and suggest process improvements.
Prepare and analyze risk assessment and trends processes.
Present monitoring outcomes to stakeholders during exit and entrance meetings and other internal and external meetings.
Implement and maintain a project tracking system to ensure timely completion of programmatic reviews.
Maintain communication with unit supervisor and team regarding project status and outcomes.
Assist with design and management of projects and reviews, employing methodologies such as surveys, outcome analyses, onsite examinations, interviews, focus groups, file reviews, and review of service plans.
Review documentation and interface with coalition or statewide contractor staff for compliance with VPK and School Readiness requirements.
Document findings and prepare written recommendations for new systems, procedures, or organizational changes.
Prepare and analyze findings of accountability reviews for quality and make recommendations as needed.
Edit and proofread reports and other written materials.
Collaborate with the unit, department, and organization to achieve collective goals.
Provide technical assistance, including action planning and interpretation of findings for coalition staff and board members.
Perform onsite monitoring/technical assistance visits as assigned.
Assist with periodic risk assessments for ELCs and other entities.
Review policies, procedures, guidelines, and plans; evaluate operational impact and recommend corrective action.
Assist in development of monitoring tools and guidance, including forms and reports.
Perform other responsibilities and special assignments as directed by the unit supervisor.
Qualifications
Minimum of two years of applicable work experience in program or performance evaluation.
Proficiency in Microsoft Office.
Experience interpreting federal and state statutes and regulations related to early learning programs is strongly desired.
Strong analytical, written, and communication skills.
Ability to work independently and manage multiple priorities in a dynamic environment.
Educational Substitutions
A bachelor’s degree in business administration, economics, finance, management, accounting, public administration, social science, or a related quantitative/qualitative analysis field may substitute for four years of direct experience.
