Job Description
JOB SUMMARY
Drives innovation, goals and metrics for performance management, collaborates with Information Technology (IT) to design and support data collection and management solutions using approved County platforms and standards., conducts quantitative and qualitative research. Ensures all data access, handling, and reporting activities comply with County IT policies, security standards, and applicable federal and state regulations (including CJIS where applicable).
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in Data Analytics, Information Science, Economics, Sociology, Business Administration, Public Administration, Public Policy, or related field plus four (4) years of related experience; OR an equivalent combination of related education and experience.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS

Designs, develops, and maintains data products including reports, dashboards, visualizations, presentations, and data narratives for internal management and public reporting in alignment with County data standards and approved analytics platforms.
Collaborates with IT staff to design, enhance data solutions, analytical tools, and reporting infrastructure.
Supports the Agency in collecting, managing, analyzing, interpreting, and reporting performance and operational data to inform program and policy decisions subject to IT data access controls and governance processes
Provides training, technical assistance, and feedback to staff on the use of data tools, analytic methods, and reporting standards consistent with County-approved tools and practices.
Advises on data collection best practices to include survey design, data quality standards, and appropriate use of administrative and external public data sources in alignment with County data governance standards
Identifies and leads data-focused research, analytic pilots, and short-term projects to improve measurement, insight generation, and decision support in alignment with County standards.
Research and evaluates national best practices, analytic methodologies, and emerging data technologies related to performance measurement and analytics
Contributes to and implements data management, data sharing, and data quality policies and procedures in alignment with County data governance standards.
Supports Agency data governance and privacy initiatives to promote consistent compliance with applicable federal laws, state laws, and County policies, including CJIS and other criminal justice data requirements in coordination with IT Security and Compliance teams.
May supervise staff engaged in data analytics, reporting, or data governance
KNOWLEDGE, SKILLS, AND ABILITIES (KSA)
Knowledge of:
Quantitative and qualitative research methods
Data visualization tools
Data programming languages/tools
SQL and relational database
Database extraction, data cleaning, data wrangling, and basic data analysis
Advanced features and formula in Excel or Smartsheet
Data sharing, security, privacy, and related regulations
Project management methods and tools
Personnel supervision, management, and development
Advanced features and formulas in Excel or Smartsheet
Data security frameworks and regulatory compliance (e.g., CJIS, HIPAA)
Skills and Abilities to:
Communicate effectively verbally, in writing, and through data visualizations
Think logically and systematically to solve complex programs
Analyze business and technical processes and determine ways of making them more efficient
Engage in building a culture of data literacy and continuous performance improvement
Seek out and propose data projects and opportunities to collaborate internally and externally
Monitor emerging technology and tools (e.g., Artificial Intelligence) and evaluate opportunities and challenges of applying new technologies and tools to performance management and data analysis
Work under pressure and meet tight deadlines
Maintain confidentiality and professionalism
