Summary

This position is responsible for processing personnel actions and maintaining the accuracy of official personnel records. The incumbent supports and performs personnel action processing in an automated HR system and conducts reviews of electronic Official Personnel Folders to ensure completeness, accuracy, and compliance with federal regulations.
Duties

Conduct review of employee and position data in various agency systems such as USA Staffing, eOPF, and ePDS to process actions, identify errors, and make corrective action when necessary to ensure accuracy.
Independently review, validate personnel data and documentation in various systems to ensure personnel action requests (PAR) are accurately coded and completed in compliance with federal regulations, agency policies, and procedures.
Participate in biweekly and monthly audits of personnel actions and data entry or processing operations. Conduct review of actions and identify errors.
Conduct comprehensive Electronic Official Personnel Folder (eOPF) validations to ensure personnel records are complete, accurate, and properly documented, including benefits and retirement‑related forms.
Interpret and apply a range of HR principles, policies, methods, and practices to identify, assess, analyze, and support the organization in improving HR products and services and recommending HR solutions.
Conditions of Employment

This position is open to U.S. citizens, nationals or those who owe allegiance to the U.S.
This position may require a one-year probationary period.
Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
Position subject to pre‑employment background investigation or higher‑level clearance.
Financial disclosure, drug testing, and travel requirements may differ and be required based on duty location, directorate, division, or branch requirements.
GS‑09 Level Qualifications

One year of directly related specialized experience equivalent to the GS‑07 level, including:

Assisting with the processing of personnel actions in an automated HR system, ensuring required documentation is present.
Reviewing personnel records for completeness and accuracy.
Applying basic knowledge of federal HR policies, procedures, and regulatory requirements.
Identifying discrepancies in personnel or benefits documentation and referring issues for correction.

Completed all requirements for a master’s or equivalent graduate degree in an appropriate field.
Completed 2 full academic years of progressively higher‑level graduate education leading to a master’s degree or equivalent graduate degree in an appropriate field.
LL.B or J.D., if related.
Equivalent combination of experience and graduate study as discussed.
GS‑11 Level Qualifications

One year of directly related specialized experience equivalent to the GS‑09 level, including:

Independently processing a full range of personnel actions in an automated HR system, ensuring accuracy of data and appropriate legal authority codes.
Conducting comprehensive Electronic Official Personnel Folder (eOPF) validations to ensure records are complete, accurate, and compliant with federal requirements.
Interpreting and applying federal HR regulations related to personnel actions, benefits, and retirement coverage.
Identifying and resolving discrepancies in personnel, benefits, and retirement documentation that could impact employee entitlements.

Completed all requirements for a doctoral degree (Ph.D. or equivalent).
Completed 3 full academic years of progressively higher‑level graduate education leading to a Ph.D. or equivalent doctoral degree.
LL.M., if related.
Equivalent combination of experience and graduate study as discussed.
Probationary Period

You may be required to serve a one‑year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. Upon completion, employment will be terminated unless you receive certification that your continued employment advances the public interest.
