Housing Authority Senior Building Maintenance Technician

Responsibilities

Diagnoses, troubleshoots, and performs HVAC, electrical systems, mechanical, and plumbing repairs on dwelling units, common buildings, and grounds.

Prioritizes, organizes and completes emergencies, work orders, unit make readies and general maintenance tasks according to housing authority standards.

Maintains a schedule and performs preventative maintenance of systems in housing authority dwelling units and common buildings.

Operates and makes repairs per the HUD NSPIRE inspection protocol.

Maintains inventories of supplies, tools and equipment needed for maintenance and repairs. Places orders with approved vendors when parts and materials are needed.

Maintains relationships with contractors and vendors; supervises and ensures satisfactory performance.

Corrects emergency conditions such as sewer backup, flooding, clogs and HVAC when they occur, whether before, during or after business hours, and notifies the Executive Director immediately.

Operates as maintenance "on-call" to cover emergency situations after hours, on weekends and holidays.

Follows all safety procedures including wearing safety and protective clothing.

May train other staff on technical aspects to increase their knowledge and abilities.

Meets with Executive Director to give progress reports, receive and review current and planned tasks and project duties.

Performs related duties as directed when such duties are logical and appropriate assignments to the position.

Regular and timely attendance are required for this position.

Interacts professionally and respectfully with the residents, public, coworkers and others in the course of daily work.

Skills, Knowledge and Abilities

Must have a high degree of knowledge of advanced electrical, HVAC, plumbing, carpentry, and building maintenance and repair methods.

Must maintain knowledge of and follow HUD NSPIRE inspection protocol.

Must be knowledgeable of federal, state, and local codes and regulations applicable to electrical, HVAC, plumbing, construction, and life safety.

Must be able to coordinate several concurrent activities simultaneously.

Must be proficient with a cell phone, tablet, computer and inventory control.

Must have the ability to communicate clearly and concisely orally and in writing.

Ability to communicate in Spanish is preferred.

Must have excellent internal and external customer service.

Must be able to identify and resolve problems in a timely manner; gather and analyze information skillfully; develop alternative solutions; use reason even when dealing with sensitive topics and/or irate customers.

Must be able to make simple mathematical calculations and can read and interpret blueprints and drawings.

Must have physical ability to perform assigned tasks and work at various heights above the ground and during adverse weather conditions.

Must have the ability to complete tasks as assigned.

Ability to work in a team environment, contribute as a team member and treat co-workers and customers with respect.

Ability to work any day of the week (weekends and weekdays) and long hours.

Education, Experience and Other Requirements

Experience with public housing authority or residential maintenance preferred.

Requires a high school diploma or equivalent plus five years of progressively responsible experience in the maintenance and repair of residential buildings, HVAC, electrical and plumbing systems.

An Associates of Applied Science degree or completion of a two-year training program from an accredited trade or technical school may be substituted for two years’ experience.

Requires one of the following:

A Type I, Type II, or Universal EPA Refrigerant Recovery certification

A maintenance electrician license

A journeyman electrician license

Or any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Must pass a Federal/National criminal background check and must have a valid Texas driver's license with an acceptable driving record as defined by City policy.

Must pass a pre-employment basic physical, drug screen, functional assessment screening (Level 2), and must not exceed weight limit of 350 lbs.

Safety equipment such as gloves, goggles, hard hats, safety vests, steel-toe boots, back support belts, and seat belts are provided and must be worn as required by department procedures and good safety practices.
