POSITION SUMMARY:

An employee in this class performs a variety of technical and computer support functions for the Exceptional Children’s Program. Work involves collection, organization, synthesis, and use of a variety of data essential to implement procedures in the areas of record maintenance and retrieval. Work at this level includes compliance monitoring, records auditing, compilation of data for headcount and statistical reports, and training and monitoring IEP and ECATS data systems. The employee works under general supervision where goals are provided and the employee, within established guidelines and procedures accomplishes them. The employee must communicate effectively with a wide variety of groups including teachers, principals, school staff, central office staff, parents, governmental agencies, and institutions of higher education. The employee may be involved in the operation and use of local and wide‑area networks.

Qualifications

Minimum of High School Diploma with a two-year Associate's Degree or higher preferred. Strong computer skills with a working knowledge of Microsoft Office, expertise with Microsoft Word, Microsoft Excel or Google Suite products. Experience with the NC Student Information System is preferred, but not required.

Ability to learn and apply exceptional children’s program procedures relating to record keeping, data collection and confidentiality.

Ability to train professional and clerical staff in procedures relating to all areas of exceptional children’s program record keeping, data base management, headcounts and audits.

Ability to work with minimal direct supervision.

Ability to develop, communicate and implement local procedures for exceptional children’s program record maintenance and retrieval.

Ability to anticipate, pre‑correct and meet local, state and federal compliance standards and deadlines.

Ability to acquire expertise in the area of compliance regulations for exceptional children’s programs.

Ability to maintain effective communication and organizational skills.

Ability to work with professionals and support staff in a variety of settings, including each school site.

Ability to utilize data collection systems and generate reports.

Ability to demonstrate expertise with computer systems, data based management, spreadsheets, and word processing.

Ability to maintain high level focus on work production.

Ability to respond to directives and suggestions for quality improvement.

Illustrative Examples of Work

Track paperwork and timelines related to referral, evaluation, placement and reevaluation of individual students, notifying appropriate professional personnel (teachers, psychologists, occupational therapists, speech therapists, physical therapists and others) of due dates.

Maintain records in accordance with ongoing requirements.

Check individual student records for compliance with state and federal regulations.

Enter data in exceptional children’s database systems.

Train teachers and other professionals who work with exceptional children’s records in methods of identifying noncompliance and in correcting areas which are in noncompliance.

Assist in the transfer of records for exceptional children students entering and exiting HCPS.

Manage archival of exceptional children’s records.

Implement internal audit procedures for exceptional children’s records.

Compile data for submissions of December 1 headcount for funding.

Compile data and other information as needed for Director as requested.

Work independently in all school sites on a regular basis to monitor site based compliance.

Sustain procedures to document and ensure compliance with Medicaid funding.

Assist Director in data compilation and data analysis for budget projections, program planning and internal and external communications.

Review and audit Section 504 documents and maintain current information in PowerSchool system.

Assist IEP specialists with compliance issues, questions and updating documents within the ECATS system.
