GENERAL DEFINITION OF WORK
Various engineering responsibility related to new development with the City working under the direction of the Utilities Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Include but are not limited to the following:
Review and comment on engineering plans and plats for proposed additions/modifications for residential/commercial subdivisions, roadways and site development.
Review of and comment on engineering plans for City funded infrastructure improvements, modifications and expansions.
Coordination with other City departments.
Working in conjunction with the City Engineering Department to ensure water/sewer systems are constructed correctly prior to the commencement of warranty periods and final acceptance of the systems.
Confers with the general public regarding complaints, problems and concerns.
Working in conjunction with the City’s Engineering Department to calculate water and sewer capacity and tap fees for new development and changes in usage by business at existing locations.
Calculating stormwater fees for new development
Provide technical engineering advice to various departments.
Monitors/supervises construction, inspection and records maintenance.
Attends various public and City meeting as directed by the Utilities Director.
ADDITIONAL DUTIES AND RESPONSIBILITIES
Field coordination with developers/contractors and the City Engineering/Utilities Department for problem solving and modifications during construction.
Coordination with the Planning, Utility, and Engineering Departments as well as the Public Works and Infrastructure Committee in improving our specifications/ordinances as needs change, problems occur, or improved practices are necessary.
Coordination with other Local and State agencies regarding projects, improvements or other circumstances that will affect roadways within the City and/or City water/sewer systems.
Work in conjunction with the City Utility Department to monitor water usage for large consumers to ensure projected usage at the time of development remains accurate and adjust capacity fees as required.
Other special projects, duties or assignments as directed by the Engineer Managers.
Working in conjunction with the City Utility Department on correspondence regarding sewer and water availability upon request by developer, etc.
LANGUAGE SKILLS
Ability to read and comprehend simple instructions, short correspondence, and memos.
Ability to write simple correspondence.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Some knowledge of mathematics and ability to make arithmetical calculations quickly and accurately.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to solve practical problems and deal with a variety of concrete variables in situations where limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Knowledge of the elementary principles and practices of civil engineering as applied to inspection tasks.
Ability to make independent investigations of engineering problems.
Ability to establish and maintain an effective working relationship with subordinates, municipal officials, and the general public including business owners and construction personnel.
Ability to perform precise work, to make engineering computations, to reduce field notes, and to prepare plans for the more routine public works construction projects.
Ability to interpret engineering plans and specifications
CERTIFICATION
Engineer in Training Certification is preferred. If not currently held, the Engineer in Training Certification must be obtained within 12 months of hire or date of promotion.
DRIVERS LICENSE
Valid Tennessee Driver's License and clear driving record are required.
EDUCATION AND/OR EXPERIENCE
Bachelor's (B.S.) Civil Engineering Degree from a four-year college or university preferred. Other Engineering degree may be substituted with the addition of five years or more experience in general civil and municipal engineering including subdivisions/site development, utilities and/or civil construction.
WORK ENVIRONMENT, EQUIPMENT USED, PHYSICAL DEMANDS, AND REASONABLE ACCOMMODATIONS
This job is performed generally in an office environment using general office equipment. Some travel between City offices is required to conduct meetings. While performing the duties of job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually moderate to quiet. Working outside of normal business hours may be required from time to time and may include attendance at council meetings, work sessions and other meetings, as directed by the Utilities Director.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Specific vision abilities required by this job include distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle, or feel objects, tools, or controls and reach with hands and arms. The employee is occasionally required to stand; walk; sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. The employee must be able to operate a motor vehicle.
It shall be the responsibility of the City of Lebanon Utilities Director to assess the type(s) of reasonable accommodations which may be necessary to allow the individual to perform the essential functions of this role and to provide such necessary reasonable accommodations to a qualified individual with a disability, provided that nothing herein shall be construed to require the provision of reasonable accommodations if doing so will impose an undue hardship on the employing agency or a direct threat to the safety of himself/herself or others.
ADDITIONAL INFORMATION
Starting salary of $76, 252.80. Position is exempt for purposes of federal wage and hour regulations.
Employment is probationary for first six months of employment with the City. The City of Lebanon provides its full-time employees with an excellent benefits package! Full Time City Employees receive 14 paid holidays and 18 PTO days the first year (23 PTO days after the first year and this increases every 5 years after) and health, dental, vision, life and disability PLUS a generous pension/401k hybrid retirement package through Tennessee Consolidated Retirement Systems (TCRS).
