Civil Science is seeking an experienced Transportation Construction Manager to lead Idaho Transportation Department (ITD) construction projects throughout Idaho. This is a key leadership role within our Transportation Construction group, centered on field execution, project delivery, client relationship development, revenue growth, and mentoring inspection staff.
In this impactful role, you will oversee transportation construction projects from pre-construction through closeout while strengthening partnerships with the Idaho Transportation Department (ITD) and other public-sector clients. You will serve as a visible leader in the field—coordinating directly with agency representatives, contractors, and internal teams to ensure projects are delivered safely, efficiently, and in full compliance with contract requirements.

What You’ll Do
Lead and manage ITD transportation construction projects
Oversee Construction Lead Inspectors and field staff
Manage scope, schedule, budget, and contract administration
Ensure compliance with ITD standards and specifications
Coordinate with contractors, agency representatives, and stakeholders
Utilize AASHTOWARE and ProjectWise effectively
Support proposal efforts and future construction contract opportunities
Maintain a utilization target of 65%
Develop and expand project revenue
Attend field reviews, meetings, and occasional overnight project travel
Mentor and develop inspection staff and emerging leaders
What Qualifications You’ll Need
Bachelor’s Degree in Civil Engineering or Construction Management
Minimum 8 years of transportation construction experience
Direct ITD construction inspection and project management experience, or similar experience with other DOT
Experience managing field teams or lead inspectors
Intermediate proficiency in AASHTOWARE and ProjectWise, or related software
Strong understanding of public-sector construction processes
Valid driver’s license
Physical Requirements
Prolonged periods standing and walking on active construction sites
Must be able to work in varying weather conditions
Must be able to lift up to 30 pounds
Ability to work safely around heavy equipment and active roadway construction
Required PPE includes safety vest, hard hat, and safety glasses

Materials sampling and testing experience
