Brief Description
To assist the Assistant Director of Public Works or designee in engineering functions such as plan review and project management for development and/or capital projects.
Work involves ensuring technical competence, intent and compliance with all current codes and criteria; serving as a Project Manager as needed; planning, designing, and directing construction and maintenance of structures and facilities, such as roads, bridges, channels, dams, pipelines, water and sewage systems, waste disposal units, public buildings, private development, and parks. Responsibilities will involve reviewing engineering plans for private and public development projects, working with developers, contractors, and consulting engineers as well as coordination with various state and local agencies. This position also reviews development plans including site plans, zoning requests, subdivision plats, etc for conformance to engineering design standards in both the City and extraterritorial jurisdiction (ETJ).
The City Engineer must have the ability to communicate effectively, orally and in writing with employees, departments, consultants, developers, other governmental agency representatives, city officials and the general public. Work includes, but not limited to, the ability to conduct necessary engineering research and knowledge of the principles of organization, planning, development, and implementation of responsibilities as they relate to the activities of this position.
General Statement of Duties
This is a responsible position and requires considerable technical skills and independent judgement. Duties primarily involve engineering design review, project and construction supervision, planning, and development skills;
Under direct supervision of the Assistant Director of Public Works or designee, use engineering knowledge to perform engineering projects/assignments requiring professional judgment within the defined methods, procedures, and engineering practices as required for a Professional Engineer.
Necessary Knowledge, Skills, and Abilities
Thorough technical knowledge of civil engineering
Knowledge of engineering and design principles applicable to fields
Knowledge of modern methods, materials, and techniques of assigned discipline
Knowledge of applicability of established engineering principles and methods
Knowledge of preparation of cost estimates
Ability to learn and use other new software as it becomes available and is needed
Ability to perform engineering calculations and analyze engineering problems
Ability to read and comprehend simple specifications, plans, and shop drawings
Ability to Interpret and make decisions in conformance within established policies and practices
Ability to use word processing software (Microsoft Word), spreadsheet software (Microsoft Excel), and presentation software (PowerPoint)
Education and Experience
Requires a Bachelor degree in Civil Engineering. Prefer Four (4) years of experience in a field related to the job.
Certificates and Licenses Required
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record
Must have a Professional Engineers license from the State of Texas or the ability to obtain in Six (6) months
Certified Flood Plain Manager Preferred or must be obtained within Six (6) months from date of hire
Environmental Factors and Safety Hazards
Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.

Standard office equipment including multi-line telephone, computer, fax machine, copier, scanner, printer, etc.
