Your Team
The Office of Investigations and Labor Relations (OILR), part of the Office of the First Deputy Commissioner at the Department of Housing Preservation and Development, supports the agency’s mission by serving all divisions and offices to address a wide range of operational and personnel matters across the organization.
Your Impact
HPD administers the fifth largest Section 8 Program in the nation, also known as the Housing Choice Voucher Program. The Section 8 Program provides Federal rent subsidies to eligible low‑income families for decent, safe, and affordable housing. HPD’s Section 8 Appeals Unit manages and conducts informal hearings and reviews, which are the mechanisms through which Section 8 Program participants/applicants appeal Program decisions concerning their eligibility for rent subsidies. The candidate will be expected to perform highly confidential and sensitive investigations concerning misconduct and incompetence of agency employees, including within the Section 8 Program.
Your Role
Your role will be to conduct preliminary research, examine and analyze evidence and records—including employee records, telephone records, and any other records derived from law‑enforcement databases and city agencies—to support HPD’s divisions including Code Enforcement, Litigation, AEP, and CDBG actions.
This position is ideal for a candidate who is inquisitive, resourceful and has the ability to analyze documents, records, and data. The successful candidate will be conscientious, creative, detail‑oriented, self‑motivated and flexible enough to perform effectively both independently and as a team.
Your Responsibilities
Conduct interviews, take statements and complaints.
Coordinate and perform field surveillances.
Perform personal service of various notices and other documentation.
Produce written reports and internal memoranda concerning findings, with recommendations.
Assist in trial preparation and may be required to testify at hearings and other court proceedings.
Preferred Skills
Prior experience in conducting or assisting in disciplinary investigations.
Solid writing ability.
Strong communication skills, excellent judgment, and confidence to discuss the results of your analysis.
Highly detail‑oriented and organized with the ability to multi‑task.
Ability to prioritize.
Ability to initiate and drive projects to completion with minimal guidance.
Ability to exercise discretion on sensitive and confidential matters.
Candidate Must
Possess a NYS Driver’s License and have excellent computer and writing skills.
Minimum Qualifications
A baccalaureate degree from an accredited college; or
A four‑year high school diploma or its equivalent and four years of satisfactory full‑time experience in one or more of the following fields: accounting, auditing, correctional administration, criminal justice administration and planning, forensic science, inspection, law enforcement, personnel administration, police science, and security, or in a major operational area of the agency in which the appointment is to be made; or education and/or experience equivalent to the above.
Residency Requirement
New York City residency is generally required within 90 days of appointment. City employees who have worked for the city for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
