Overview

The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. The department owns more than 5,500 units of public and affordable housing and manages more than 7,500 Housing Choice Vouchers, providing homes to 35,000+ people. This includes a growing portfolio of 44 multi-family developments across the City overseen by the Department's Asset and Property Management Division.

Position

The Housing Department Capital Projects Manager reports to the Deputy Director or Housing Manager of Asset and Property Management and will work as part of a team responsible for the City of Phoenix affordable housing properties. This role will develop, manage, and execute a capital improvement program, maintenance program, and oversee $32M of GO Bond projects for the preservation of the affordable housing portfolio. The Capital Projects Manager will work with the Housing Manager or Deputy Director to develop a process to ensure the portfolio receives appropriate levels of capital investment.

This position requires strong project tracking, the ability to move complex work forward efficiently, excellent communication, extensive time management, and sound judgment to make recommendations to leadership. The role also requires flexibility and the ability to pivot and change course to find solutions as issues arise. The role will develop capital budgets, create work scopes, bid projects, verify licenses and insurance, hold pre-construction meetings, monitor project status, track capital expenditure payments, ensure life-safety initiatives are completed, and collaborate with property management companies and asset management staff to address capital needs at the properties.

Responsibilities

Develop, manage, and coordinate the execution of a capital expenditure program to ensure affordable housing assets are properly maintained.

Develop annual and five-year capital budgets and execute annual capital expenditure programs on a prioritized basis.

Identify and establish a vendor database by developing new vendor relationships and utilizing existing City-approved vendor relationships.

Review bids, plans, specifications, and construction cost estimates; evaluate pricing, scope, schedules, and change orders for accuracy and completeness.

Verify vendor insurances, licenses, and other credentials.

Oversee the process of managing major repair or restoration projects, including coordination with insurance companies.

Develop and monitor preventative maintenance programs for building systems in the portfolio.

Develop and maintain clear project tracking tools using Excel to monitor timelines, budgets, milestones, risks, approvals, and expenditures.

Build and maintain a database of capital project expenses to analyze pricing trends, assess vendor performance, and support data-driven decision-making across the portfolio.

Inspect and monitor capital projects, track progress, and process payments, with on-site field presence as needed in coordination with property management companies and asset management staff.

Provide routine written and verbal project updates, maintaining strong communication with leadership, asset managers, property management companies, and internal partners.

Provide technical support to asset managers on small capital projects.

Drive coordination between City departments and the Housing Department to support assigned capital projects.

Work with procurement on writing scopes of work and participating in vendor procurement processes.

Anticipate project delays or bottlenecks within City processes and proactively identify solutions to maintain schedules and budgets.

Support long-term portfolio planning, including multi-phase and multi-year capital strategies.

Skilled at creating and maintaining Excel-based project tracking systems to ensure transparency and accountability.

Ability to think creatively and strategically, offering alternative solutions when obstacles arise.

Ability to understand and plan for timelines required for large, complex capital projects and City approval processes.

Strong judgment in determining when on-site field presence is necessary and when tasks can be delegated to contracted Property Management companies with accountability.

Ability to maintain structured updates and clear documentation to keep teams and leadership informed.

Salary and Benefits
Pay Range: $80,454.40 – $131,040.00 annually

Hiring Range: $80,454.40 – $107,806.40 annually

Minimum Qualifications

Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.

Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.

Other combinations of experience and education that meet the minimum requirements may be substituted.

Use of personal or City vehicles on City business is required; must possess a valid driver’s license and have an acceptable driving record.

Preferred Qualifications

Experience administering and overseeing large multi-family construction projects.

Experience reviewing plans and specifications.

Experience developing and managing capital budgets and preventative maintenance plans.

Experience preparing bid documents and conducting a bid process.

Experience reviewing construction estimates and evaluating change orders.

Navigating City approval processes for capital projects.

Proficiency in Microsoft Office 365, including strong Excel skills for tracking projects, schedules, and budgets.
