About the Role
We are seeking a highly skilled Highways Asset Management Specialist to join our organisation. This role focuses on the strategic management and optimisation of road and highway infrastructure assets to ensure safe, efficient, and cost‑effective transportation networks.
Key Responsibilities
Develop and implement comprehensive asset management strategies for roads and highways infrastructure
Conduct detailed condition assessment standards and performance monitoring of highway assets including pavements, bridges, drainage systems, and associated infrastructure
Prepare and manage asset lifecycle plans, including maintenance schedules, renewal programmes, and capital investment strategies
Analyse asset performance data to identify trends, risks, and opportunities for improvement
Develop and monitor asset management budgets, ensuring optimal allocation of resources and value for money
Undertake risk assessments and develop mitigation strategies for critical highway infrastructure
Prepare detailed reports and presentations for senior management and stakeholders on asset condition, performance, and investment requirements
Collaborate with engineering teams, contractors, and external consultants to deliver asset management objectives
Ensure compliance with relevant standards, regulations, and best practice guidelines for highway asset management
Utilise asset management systems and technologies to maintain accurate asset registers and condition databases
Support the development of long‑term strategic plans for highway network improvement and sustainability
Engage with stakeholders including local authorities, government agencies, and community groups regarding highway asset management initiatives
Essential Qualifications
Bachelor's degree in Civil Engineering, Infrastructure Engineering, or related engineering discipline
Professional membership with Institution of Civil Engineers (ICE) or equivalent professional body
Minimum 5 years' experience in infrastructure engineering with demonstrable asset management experience
Proven experience in highway infrastructure assessment, maintenance planning, and lifecycle management
Strong knowledge of asset management principles, methodologies, and industry standards (ISO 55000 series)
Proficiency in asset management software systems and data analysis tools
Understanding of highway design standards, construction methods, and maintenance practices
Experience with condition assessment techniques and performance monitoring systems
Desirable Qualifications
Master's degree in Asset Management, Infrastructure Management, or related field
Chartered Engineer (CEng) status or working towards chartership
Asset Management certification (e.g., IAM Certificate/Diploma in Asset Management)
Experience with highway asset management systems (e.g., Confirm, Symology, or similar)
Knowledge of whole‑life costing principles and financial modelling techniques
Familiarity with relevant legislation, standards, and codes of practice (DMRB, BS standards)
Project management qualification (APM, PRINCE2, or equivalent)
Experience in stakeholder engagement and public consultation processes
Strong analytical and problem‑solving capabilities with attention to detail
Excellent written and verbal communication skills for technical reporting and presentations
