Job Duties:

The ES Eligibility Case Manager (CNTY) performs duties related to the administration of the SNAP and TANF programs for Economic Services to help restore or improve customer financial stability.

Conduct SNAP and/or TANF quality interviews to include both phone and face-to-face interviews for SNAP and/or TANF applications and/or renewals. Serve as the SNAP/TANF advocate by researching issues from other counties and/or local citizens/recipients and responding in a timely manner, within 24-48 hours. Review and explain authorized payments to citizens/recipients, review cases for accuracy, fraudulent activity, prepare fair hearings, and attend fair hearings as directed.

Process SNAP and/or TANF applications and/or renewals by determining eligibility and authorizing benefits if applicable, and process SNAP and/or TANF six month renewals and changes by redetermining eligibility and reauthorizing benefits if applicable. Serve as the SNAP/TANF lead worker by assisting coworkers with policy questions and assisting supervisor with training new Economic Service workers. Obtain and verify information needed to determine eligibility for SNAP and/or TANF.

Manage ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal and agency program regulations and policies.

Process system generated alerts (SNAP, TANF, ESAP, and SCCAP) for county of residence as well as any alerts associated with your caseload.

Identify and document overpayments and make at least 3 possible claims referrals to the Benefit Integrity Unit; prepare supporting documents for Fair Hearings. Participate in training and supervisory meetings or staff meetings as required.

Maintain case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Document client work participation activities in agency designated system. Enter timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepare reports as requested by the supervisor or otherwise required and follow program policies and procedures.

Perform Red Cross shelter duty or other emergency shelter duty/services as directed.

Ensure that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. To protect the agency networks and applications by safeguarding systems, equipment and data.

Qualifications:
A High School Diploma and at least three (3) years of experience in Economic Services programs. A Bachelor’s Degree may be substituted for up to two years of relevant program experience. Must possess a valid driver’s license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
