About the Division of Youth Services
The Division of Youth Services (DYS) provides residential and non‑residential services that include juvenile detention, commitment, and parole. DYS operates fifteen secure facilities serving youth aged 10–21, and contracts with private service providers throughout the state.
Description of Job
Purpose: Deliver health care to detained, pre‑trial, and committed youth. Primary care is provided by licensed independent practitioners or mid‑level providers responsible for continuous health care from initial assessment through ongoing maintenance of physical, psychiatric, and dental services.
Primary Job Duties
Provide clinical and operational leadership across multiple facilities, ensuring consistent practice standards and implementation of medical protocols.
Collaborate with the Medical Lead to supervise health screenings, appraisals, and physical examinations, identifying communicable diseases and coordinating timely interventions.
Serve as liaison among Medical Leads, the DYS Medical Operations Coordinator, and the Director of Medical Operations to align clinical delivery with operational oversight.
Oversight and Supervision of Staff
Supervise clinic staff assessment and diagnostic skills, review electronic health record documentation, and ensure compliance with medication administration protocols.
Resolve staff conflicts, investigate complaints, and facilitate internal and external issue resolution.
Coordinate staff scheduling, orientation, and training, and serve as contact for educational programs.
Data and Reporting
Collect and report monthly statistical data for Behavioral Health and Medical Services.
Review and revise facility medical policies and procedures.
Maintain medical logs and pertinent documentation.
Medical Quality Assurance and Compliance
Direct and monitor quality assurance and clinical compliance initiatives across clinics.
Review clinical documentation, medication records, incident reports, and EHR entries for accuracy and regulatory compliance.
Respond to audits and develop corrective action plans to maintain compliance.
Clinical Duties
Perform physical exams, order and interpret laboratory and diagnostic tests, formulate treatment plans, and document thoroughly.
Detect and prevent communicable disease spread, provide health education, and consult with DYS Medical Director for referrals.
Administer medications safely and monitor treatment effectiveness, adjusting plans as needed.
Minimum Qualifications
Current, valid licensure as an Advanced Practice Nurse (Colorado Board of Nursing) or Physician Assistant (Colorado Medical Board).
Prescriptive authority – “RXN status” per DORA.
Preferred Qualifications
Two or more years of adolescent health care experience.
Experience assessing, diagnosing, and treating acute and chronic illness.
Documentation proficiency in an electronic medical record.
Relevant years of State service experience.
Conditions of Employment
Minimum 21 years of age, no felony convictions or history of domestic violence.
Full background check per CDHS requirements.
State of Colorado residency at application time and throughout employment.
Valid, non‑restricted Colorado driver’s license; MVR check required.
Shift work in 24/7 facilities, may require evenings and weekends.
May require travel to other DYS facilities.
Successful completion of DYS Pre‑service Training Academy and mandatory annual training required.
