
Building Inspector

Morehead City's Planning and Development Department is seeking a Building Inspector to join the department to best serve our community.
About the Position
The Building Inspector performs various levels of technical work, inspecting for compliance with State and local codes and ordinances. Responsibilities include reviewing and issuing permits, conducting inspections, and responding to code-related inquiries and complaints.
This role is essential to ensuring the safety and integrity of structures within Morehead City. Work is performed under the limited supervision of the Chief Building Inspector. This position does not have supervisory responsibilities but may assist with training new inspectors.
Essential Duties Include (but are not limited to)
Depending upon the level of certification, performs field inspections and reinspection of residential, commercial, industrial, and public construction for compliance with building, plumbing, electrical, and mechanical codes.
Reviews and approves permit applications; ensures accuracy and compliance with State and local codes.
Reviews site plans, blueprints, and related documents to ensure compliance with applicable codes and zoning ordinances.
Issues permits, warnings, and violations as needed; provides court testimony when required.
Investigates complaints and performs inspections related to the Minimum Housing Code and hazardous conditions in existing buildings.
Conducts meetings and consultations with contractors, property owners, design professionals, staff, and State officials regarding code compliance and interpretations.
Schedules inspections, maintains detailed inspection records, and prepares accurate reports.
Enters inspection data into permitting software.
Depending upon the level of certification, assists with training of Building Inspectors; provides scheduling support as needed.
May be required to respond after hours for on‑call or emergency inspections.
Performs other duties as assigned to support departmental operations.
Ideal Candidates Will Have
Thorough knowledge of NC building codes and construction laws.
Solid understanding of construction methods, materials, and the stages where defects are most likely to occur.
Ability to read and interpret codes, site plans, blueprints, and technical documents and apply those accurately to inspections.
Strong communication skills‑verbal and written‑including the ability to make public presentations.
Ability to enforce ordinances and regulations fairly, professionally, and with sound judgment.
General familiarity with GIS and a strong ability to learn and use permitting and inspection software.
Capacity to identify hazards, substandard materials, poor workmanship, and code violations.
Position Details
This is a full‑time, on‑site position within the Planning and Development Department. The role requires frequent fieldwork under varying conditions including heights, confined spaces, active construction sites, and exposure to loud noise, weather, fumes, and other jobsite hazards. Physical demands include walking, climbing, kneeling, crawling, lifting, and operating motor vehicles.
Occasional on‑call, after‑hours, or emergency response work is required.
Minimum Qualifications for all levels
High School Diploma or GED.
Valid North Carolina driver’s license is required.
Building Inspector I
Possession of Level I probationary certification in Building, Plumbing, Electrical, and Mechanical trades issued by the State of North Carolina.
Ability to obtain standard Level I certifications in all fields within two years.
Building Inspector II
Possession of “Legacy” Level II probationary certificates (issued by the State of North Carolina prior to January 1 2025) in building, plumbing, electrical, and mechanical trades.
Possession of Level I standard certificates in building, electrical, plumbing, and mechanical trades issued by the State of North Carolina after January 1 2025, AND possession of Level II probationary certificates in the same trades issued after January 1 2025.
Ability to obtain Level II standard certification in all fields within two years.
Building Inspector III
Possession of Level III standard certificates in building, plumbing, electrical, and mechanical trades.
Possession of Level III probationary certificates in building, plumbing, electrical, and mechanical trades and ability to obtain Level III standard certifications within two years.
Salary Range
