ABOUT THIS POSITION
The Aviation Department manages and operates the Phoenix Airport System, which includes Phoenix Sky Harbor International (PHX), Deer Valley (DVT), and Goodyear (GYR) airports. PHX is one of the nation's busiest large-hub airports and the largest in the system. In 2025, more than 50 million passengers traveled through PHX, reflecting its scale, complexity, and critical role in regional and national aviation. Across the system, the airports serve over 125,000 daily passengers, support more than 1,200 daily flights, and generate approximately $44 billion in annual economic impact.

The Aviation Public Safety & Security Division (PSSD) is seeking a Public Safety & Security Management Services Administrator (Emergency Preparedness/Safety) to provide strategic leadership across the Airport's Emergency Preparedness, Safety, Airport Duty Manager, and Airport Command Center programs. This is a highly visible leadership role responsible for ensuring operational readiness, regulatory compliance, and a high-reliability, enterprise-wide safety culture within a complex, 24/7 large-hub airport environment.

This Administrator provides direct leadership and supervision to:

The Aviation Emergency Preparedness Manager and team,

Six Airport Duty Managers and one Administrative Assistant I,

The Airport Safety Manager and two Safety Analysts, and

The Aviation Dispatch/Command Center team, including two Aviation Dispatch Supervisor II, six Aviation Dispatch Supervisor I, and 24 Aviation Dispatchers.

This Administrator will:

Lead and operationalize comprehensive Emergency Preparedness, Safety Management Systems (SMS), and Command Center operations to ensure high reliability, rapid incident response, and data-driven continuous improvement.

Direct readiness for all-hazards incidents, operational disruptions, security events, severe weather, and continuity of operations through robust plans, exercises, after-action reviews, and corrective actions.

Ensure compliance with FAA, TSA, and OSHA requirements; proactively monitor regulatory changes and update policies, procedures, and training.

Lead the Airport Duty Manager program, aligning day‑of‑operations decisions with airport‑wide objectives and activating the incident command structure when needed.

Manage Airport Command Center operations to maintain effective triage, dispatch, situational awareness, and operational decision support for both airside and landside activities.

Build and sustain partnerships across airport divisions, airlines, concessionaires, tenants, and external agencies, serving as a key liaison for coordinated readiness and response.

Champion a robust culture of safety through training, risk assessments, hazard identification, performance metrics, and employee engagement.

SALARY
Hiring Range: $117,000.00 - $138,632.00 annually.
