
SUPERVISORY MANAGEMENT ANALYST.

Overview
You will perform as the senior civilian and military manpower manager and advisor to the Executive Director (ED), Commanding Officer (CO), and other senior leaders on matters affecting manpower and administrative programs.
You will oversee administrative operations and processes, and management, tracking, and oversight of higher echelon tasking and manpower metric/data reporting.
You will establish the future year budget, manpower and training resources, and guide the command through the planning and preparation of annual Program Objective Memorandum (POM) packages.
You will provide oversight and management for all civilian and military staff assigned to the directorate, supervising grades from GS-07 through GS-12.
You will develop, analyze, and evaluate new or modified training goals and initiatives via Training Program, Business Case, Return on Investment, and other analyses and studies to provide data-based information and recommendations.
Duties

Requirements
Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Planning, executing, and consolidating manpower and budget estimates in the form of justification packages;
Utilizing various management information systems and office automation applications;
Communicating various planning, programming, budgeting, and execution processes and articulating impact to goals, strategies, and behaviors;
Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations in a program or support setting;
Analyzing extensive program data and inter-relationships to coordinate and prepare accurate and reasonable plans and proposals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs. Volunteer work helps build critical competencies, knowledge, and skills that translate directly to paid employment.
