Overview
Job Summary: Provides overall management for the planning, budgeting, scheduling, design, construction and repair of public projects such as water and wastewater treatment plants, streets, storm drainage, buildings, support facilities, traffic systems, and other capital-intensive projects to meet future service demands and regulatory requirements and improve existing facilities to ensure municipal infrastructure capabilities.
Job Description: The Engineering Program Administrator provides overall management for the planning, budgeting, scheduling, design, engineering, and construction of public works projects and other capital-intensive projects to meet future service demands and regulatory requirements.
Essential Functions
Supervise engineers in managing the design of paving, drainage, and water and wastewater mains for street improvement and reconstruction for capital bond projects
Review and approve expenditures related to design fees, supplemental agreements and change orders
Review consultant's design plans for compliance with City of Dallas standards before advertisement for bids
Monitor project status to ensure they are going to council for design and construction awards as scheduled
Ensure team members are managing their assigned projects and maintaining their schedule as needed
Assist engineers with resolving design and construction issues as they arise on their projects
Represent the department at public/stakeholder meetings and provide project updates to council and citizens as needed
Participate as a committee member to improve current department\'s design standards and prepare design advisories instructing staff on proper techniques or processes as needed
Manage activities of staff and daily operations of Public Works Engineering activities; delegate authority and responsibility for assigned tasks; identify needed changes; plan, implement, coordinate, monitor compliance, and evaluate policies and procedures; review and oversee work schedules of others at subordinate levels
Establish short-, mid- and long-term goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; direct evaluation activities; oversee preparation of management and productivity reports and studies; oversee all projects and schedules, review budgets, and maintain project management software for City Manager review
Inspect, evaluate, and review work completed by staff for quality and specification adherence; provide training to new employees and conduct evaluations and performance reviews; manage time cards and other personnel logistics; assist and support the hiring process for employees and maintenance workers
Analyze, evaluate, and ensure production goals are met in a timely manner and work to increase productivity; oversee the preparation of and evaluate, implement, and administers the department budget; oversee planning, development, coordination, and operation of special projects or facilities
Negotiate consultant proposals and review contract packages and specifications; provide direction to project managers administering design and construction contracts
Provide quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally
Represent the program area at meetings, hearings, trials, conferences, and seminars; testify at hearings, trials, and legislative meetings as appropriate
Perform any and all other work as required or assigned
Knowledge And Skills
Thorough knowledge of departmental, city, state and federal standards that affect engineering activities
Thorough knowledge of personnel practices and principles of supervision
Knowledge of project scheduling and forecasting for construction projects
Ability to apply codes, regulations and advanced engineering principles to design and review of engineering plans for construction projects
Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies and citizens
Ability to write highly technical and non-technical reports
Ability to establish and maintain an effective working relationship with all levels of management, vendors, other government agencies, other employees and the general public
Extensive knowledge of project management, scheduling, administration, and implementation
Personnel management and operation efficiency
Knowledge of public works infrastructure and construction
Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management
Ability to manage unit/program activities through the supervision of subordinate supervisors
Ability to establish and obtain operating long-range goals and objectives for unit
Supervising staff and making work delegations and assignments
Inspecting work and determining quality and general standards
Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility
Ability to develop and evaluate administrative policies and procedures
Ability to develop and implement budget, perform cost analysis, and expense tracking
Establishing and maintaining strong relationships
Experience
5 Years in Extensive Project Management experience.
Licenses and Certifications
Professional Architect, Professional Engineer or Professional Landscape Architect License
Education
Bachelor\'s Degree in Science, Architecture, Landscape Architecture, Engineering, or Construction Management
Minimum Qualifications
EXPERIENCE: Seven (7) years of experience in engineering or infrastructure project management and/or operations. AND Three (3) years of supervisory/project management experience. (This experience may be included in the required experience listed above).
Equivalencies
Master\'s degree (or higher) in an engineering, architecture, science, or business field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
Licenses
Valid driver\'s license with good driving record. Current Registered Professional Engineer license. (Professional Engineers with license/registration from other states must obtain the Texas license within six (6) months after appointment.)
Salary Range
$98,612.80 - $123,260.80
