Neighborhood Services Specialist I (Parking Enforcement)

As a Neighborhood Services Specialist I, you’ll play a key role in enforcing parking regulations and ensuring compliance with municipal ordinances related to trash collection, zoning, parking, and more. This position offers a mix of fieldwork and administrative tasks, including inspections, investigations, and community engagement. This is a full‑time limited‑term position that is grant funded through December 2026. Continuation beyond 2026 is dependent on future budget appropriation.

Responsibilities

Perform the full range of code enforcement duties and a variety of field and office work to support the code compliance program and parking enforcement.

Conduct inspections and investigations to determine compliance and enforce ordinances including zoning, land use, nuisance housing, health and safety, trash, blight, parking, sign code, and more.

Document violations with photographs and pertinent data; research ownership records, prior complaints, municipal codes, and state regulations.

Issue notices, orders, citations, and prepare correspondence and reports.

Assist homeowners, designers, contractors, municipal departments, businesses, and others in interpreting ordinances and achieving compliance.

Operate the division’s permitting and inspection tracking network computer system.

Support the parking permit program, including applications, reporting, enforcement, and servicing of permit machines.

Enforce parking control ordinances for overnight calendar parking, time‑restricted zones, loading zones, handicapped zones, prohibited parking areas, municipal lots, and parking ramps.

Report all enforcement hardware and damaged signs as needed.

Recommend alternative methods and assist in writing code revisions to achieve practical and equitable regulations.

Respond to and resolve difficult and sensitive resident inquiries and complaints.

Qualifications

High School Diploma or equivalent (GED, etc.).

Valid Wisconsin driver’s license (obtain within 30 days of hire).

At least one year of experience with systems design, data analysis, and computer/software use.

At least 18 years old.

Preferred Qualifications

Associate degree in a related field or two years of relevant work experience.

Skills and Abilities

Visit resident households to interact regarding code compliance, including in enforcement and difficult customer service situations.

Maintain prompt, predictable, and regular physical attendance.

Take direction and work well with others.

Concentrate and perform accurately.

React to change productively and handle other tasks as assigned.

Backup fellow co‑workers when needed.

Benefits

40 hours of vacation on first day of employment, plus 80 additional hours earned in the first year.

3 paid floating holidays and 8 paid regular holidays per calendar year.

Potential qualification for Public Service Loan Forgiveness.

Work Environment and Hours
Work is performed in the field at residences, businesses, etc. under all weather conditions and in a general office setting. Occasional lifting of less than 50 lbs. This position requires flexible working hours to meet parking enforcement needs.
