Main Purpose of Job
This full-time contractual position assists the Office of Compliance and Regulations (OCR) Division of Regulatory Affairs (DRA) at the Maryland Cannabis Administration (MCA). The role involves overseeing regulatory and compliance matters, interpreting applicable statutes and regulations concerning cannabis, and providing research and analytical support to the OCR.
Key responsibilities include:
Reviewing applications related to licensing, transfers of ownership and control, ancillary business registrations, and location changes.
Evaluating complex legal agreements and leases.
Reviewing cannabis advertising for compliance.
Investigating regulatory compliance matters related to ownership and control.
Developing statutory and regulatory guidance materials for cannabis businesses.
Conducting hearings.
The position reports directly to the Deputy Chief of OCR and works within a team of Compliance Analysts.
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes
Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.
Candidates may substitute possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
Candidates may substitute possession of a Master's degree from an accredited college or university for the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.
Desired or Preferred Qualifications
Professional experience in a regulatory compliance role and/or a role that requires interpretation and application of statutes and regulations.
Experience working in a law firm, corporate legal department, or other legal setting with substantial involvement in contract drafting and/or review.
Experience drafting and/or reviewing complex legal agreements.
Experience conducting regulatory and/or administrative investigations and responding to regulatory investigations in a highly regulated industry.
Demonstrated commitment to public service.
Licenses, Registrations and Certifications
Employees may be assigned duties that require operation of a motor vehicle. Those duties require possession of a valid motor vehicle operator's license in Maryland.
Selection Process
Applicants who meet the minimum and selective qualifications will be evaluated based on education, training, and experience related to the position requirements. Eligible candidates may remain on the certified eligible list for at least one year for potential future positions.
Benefits
Contractual employees who work 30 or more hours a week may be eligible for subsidized health benefits coverage for themselves and their dependents. The state subsidizes 75% of the premium; the employee pays 25%. Dental coverage, accidental death and dismemberment insurance, and life insurance are also available at full employee cost.
Leave may be granted to contractual employees who have worked 120 days in a 12‑month period. The leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
