Description
Cocoon House’s Snohomish Young Adult Housing (SYAH) program provides five units of transitional housing to young adults experiencing homelessness. While in transitional housing, participants receive Rapid Rehousing assistance, including support and financial aid to secure independent housing. Staff and participants work together on short‑ and long‑term employment and education goals. The Rapid Rehousing Program Manager—internally referred to as the SYAH Program Manager—oversees all elements of the program, manages the budget and staffing, supports case‑management staff, and refines procedures. The manager also ensures coordination with other Cocoon House programs to create a continuum of services that advance Cocoon House’s mission. SYAH Program Manager Duties & Responsibilities
Full‑time (Monday‑Friday) | On‑site in Everett, Snohomish County

Starting wages: $26–$30/hr depending on shift | +$1.50/hr pay differential for multilingual skills with additional paperwork

Weekly check‑ins with program staff for supervision and team meeting.

Establish and maintain norms in transitional housing location, accounting for safety, accessibility and participant voice.

Ensure compliance with Youth Homelessness Demonstration grant requirements.

Ensure accurate and timely completion of all program data and paperwork.

Attend, and occasionally help to facilitate, all agency trainings and meetings, focusing on increasing and improving collaboration between staff from different programs and streamlining Cocoon House services.

Provide direct service support, as needed, to program participants, including assistance with finding and moving into housing, finding and maintaining employment, increasing income levels, budgeting, processing payments to landlords, and any other support needed to help program participants find and maintain stable housing.

Maintain and continue to build community partnerships with landlord and service providers that promote wrap‑around services.

Advocate for continued program development that is driven by youth voice, equitable outcomes, and data.

Paid training & testing: CPR/first aid, food handler's permit, blood borne pathogens, abuse awareness, TB testing, and additional in‑depth practical trainings.

Requirements
General:

1-year minimum experience, 2 years preferred, managing human services programs.

1-year minimum experience, 2 years preferred, working with youth or young adults experiencing homelessness.

Familiarity with the Housing First model and a willingness to implement such a model.

A commitment to and familiarity with harm reduction and trauma‑informed care.

Strong organizational and time management skills.

Dedication to advocating for and working with individuals experiencing homelessness and instability.

Flexibility to adjust schedule to meet client needs, including working the occasional weekend or evening.

Open commitment to serving, supporting, accepting and collaborating with individuals of all races, ages, genders, backgrounds, political opinions and beliefs, sexual orientations, criminal histories, citizenship or marital statuses, and religious beliefs.

High school diploma/GED or high school equivalency.

Must be 21 years of age or older.

DCYF background clearance.

Acceptable driver's abstract with no more than 2 violations within last 3 years.

Possess a valid driver's license, auto insurance, and reliable transportation.

Physical:

Ability to effectively communicate with all internal and external clients.

Be able to hear voices and alarms.

Ability to read and comprehend a variety of materials.

Ability to operate phone, computer, and record information for files and logs.

Must be able to lift up to 50 lbs.

Must have ability to run up and down indoor and outdoor stairwells in case of youth emergency.

Go up and down stairs.
